Emergency Response Team
Queensland Hydro is releasing this Request for Tender (RFT) to seek Tenders for the RFT-BUR-1007 Emergency Response Team (ERT) for the Exploratory Works phase of the Borumba PHES Project. The phase will run for approx 2 years.
The ERT will serve as the primary responder for any site-wide emergencies that exceed the emergency management capabilities of the Principal Contractors, whilst awaiting the arrival of professional emergency response agencies. This Project ERT will ensure a coordinated and effective response to major incidents.
This scope covers:
• Set up and fit out of offices/storage at stipulated locations
• Emergency Response Team Personnel
• Provision of Relevant Equipment
o Suitable personal protective equipment for ERT members.
o Vertical Rescue Equipment
o A motor driven 4WD firefighting appliance to service both the Borgan and Yielo areas
o Thermal imaging equipment (bushfire/grassfire).
o Spill response equipment.
o Vertical and confined space rescue equipment.
o Road Crash Rescue Equipment.
o 4WD light vehicle to move around site.
• Develop and maintain Project Emergency Response Plan
• Emergency Response Planning and Exercises
• Ongoing Monitoring and Improvement
• Undertake Light Vehicle Compliance Inspections
The ERT will be expected to provide an initial response to the following credible emergency scenarios, both above and underground:
• Traffic incident, involving light vehicles, heavy vehicles and/or mobile plant, including emergencies involving a requirement for vertical rescue (e.g. light vehicle has driven over an embankment and gone down a steep incline), vehicle roll over; collision between vehicles; pedestrian struck by vehicle;
• Incident involving workers in a confined space, trench or working at heights;
• Incident involving workers being entangled in machinery;
• Bushfire/ grassfire, started by Project work activities;
• Bushfire/ grassfire started on land external to the Project, where the objective is to do emergency back burning on the Project site to support fire fighting efforts of the Rural Fire Brigade;
• Structural fire involving site administration/ office compounds or worker accommodation camp;
• Fire involving large items of mobile plant/ heavy vehicles;
• Spillage of hazardous materials on land or water;
• Medical incident involving the extraction of persons from difficult terrain, where road access is limited or non-existent (e.g. an injured worker located in a valley with steep inclines).
Background information / Compatibility requirements
Details
The Borumba Pumped Hydro Project (the “Project”) is in a relatively remote location and distant from emergency response agencies (000). The Project site location is approximately 20km south-west of the township of Imbil on the Queensland Sunshine Coast hinterland, on land owned by Queensland Hydro in the headwaters of the Borumba Dam.
The Project is geographically divided into two areas – the lower reservoir, accessed via the township of Imbil (approximately 30 minutes’ drive from Imbil) and the upper areas, accessed via the town of Kilcoy (approximately 60 minutes’ drive from Kilkoy). Both the lower and upper access points are via unsealed rural roads.
The types of work activities being undertaken during the Exploratory Works phase will include:
• Light vehicle movements on internal unsealed tracks, including tracks through steep terrain with unguarded drop-offs.
• Heavy vehicle movements on internal unsealed tracks, to deliver supplies and materials – e.g. truck and dogs carrying quarry materials.
• Surface civil construction, including internal track and road upgrades, maintenance and construction, construction of earthwork pads to facilitate geotechnical drilling. Use of explosives to break up rocks.
• Surface geotechnical drilling, typically using truck-mounted drill rigs. In the later phases of exploratory works this will include specialized access drilling on steep slopes.
• Environmental survey work on both land and on water. This work typically requires workers to be on foot in areas of the site which are considered remote and isolated, with limited communications and difficult terrain.
• Underground Tunnelling, primarily using drill and blast methodologies to excavate a finished 5.5mx6m access tunnel approx. 600m long.
• Operations and maintenance activities associated with the onsite accommodation camp. This camp has a capacity of 336 beds. The camp is fitted with a ring main and fire hydrant system.
Desired Outcomes ('Nice to haves', Conditions & Warranties, SLA's, Project benefits)

Question
:
Emergency Response Team availability
Section 3.2 states that Emergency Response Team personnel are to be “onsite available 24/7 to respond to credible emergency scenarios”. However, the same section also states that the ERT is required to have a day shift seven days per week from 06:00 to 18:00 and be available on call from 18:00 to 06:00.
Can Queensland Hydro clarify whether ERT personnel are required to be physically onsite 24/7 (in a true standby) or whether they may be on ‘on-call’ offsite overnight?
If on-call, what is the required mobilisation/response time and where can personnel be located while on-call?
Minimum ERT team size and qualifications
Section 3.2 refers to ERT personnel being suitably trained and competent and identifies minimum training requirements. However, the tender documentation does not appear to specify the minimum number of ERT personnel required per shift, or the minimum qualifications required for each role.
Can Queensland Hydro please confirm the minimum number of ERT personnel required for day shift coverage and for night-time or on-call coverage?
Emergency Response Plan deliverable requirements
Section 3.4 requires the Supplier to maintain a comprehensive Project-wide Emergency Response Plan that interfaces with Queensland Hydro’s ERP and the Principal Contractor ERPs. The section also refers to command structure, roles, responsibilities and communications requirements. However, the tender documentation does not appear to define the required ERP deliverable format, approval process or submission timetable.
Can Queensland Hydro confirm the required ERP deliverable format (template, contents list), approval workflow, and the planned review/update cadence (initial issue date and subsequent update frequency)?
ERP risk review frequency
Section 3.4 requires the Supplier to periodically conduct risk reviews in conjunction with Queensland Hydro and the Principal Contractors, specific to credible emergency scenarios. However, the minimum review frequency is not defined, and the phrase “in conjunction with” may require facilitated workshops or multiple attendance days.
Please confirm the minimum frequency of ERP risk reviews and whether the Supplier is expected to facilitate workshops with each Principal Contractor separately and how many Principal Contractors/work fronts are anticipated to be active during the term.
Camp accommodation arrangements
Section 5.1 states that “the terms of the camp use will be discussed and agreed during the tender process”. Camp accommodation is a significant commercial and operational dependency.
Please confirm whether accommodation costs will be covered by Queensland Hydro, or whether we are required to include accommodation costs within our tender pricing?
