Details
This procurement is for the transition of service delivery from current service types under the Child Protection (Placement Services) investment specification, to new targeted services under the Family Based Care (FBC) investment specification.

New services included under the FBC investment specification have been designed to help the department:

• Increase the number of children cared for by family members (kin);

• Reduce the number of children in residential care (by providing sufficient family based carers who are appropriately supported to care for children and young people); and

• Transition investment to Aboriginal and Torres Strait Islander Community Controlled Organisations (ATSICCO) and Indigenous Businesses.

This activity is the launch of Phase 2: Realignment of providers to new service types, focusing on increasing carers. This phase will focus on implementing region-wide Foster Care Recruitment service/s (T213).

Transition of contracts commenced from 1 July 2025 and is proposed to conclude in June 2028.

Will Statistical Level 2 Areas of FNQ such as the Atherton, Mareeba etc be covered in another RFQ and if so do you know when it will be released

Atherton and Mareeba are covered in this RFQ, noting Statistical Area 3 is inclusive of Tablelands (East) – Kuranda which includes Atheron and Mareeba.

Can organisations respond to both T213 recruitment and T214 support or are you wanting those functions to be separate

This RFQ is for T213 only.

If your question is in regard to if an organisation can apply for both T213 and T214 (future tenders) service types you will need to refer to the specific region’s RQF (Evaluation Criteria 6) for the answer as this may vary between regions., i.e., if 1 organisation wants to deliver both service types.

I've checked the program logic and could you please clarify if the recruitment agency will be responsible for the assessment for (general and specific) Provisional Approved Carers to be fully approved carers?

"Yes, the Recruitment service will be responsible for the Initial carer assessment, including Provisional Approval. The Recruitment service will submit the assessment to the delegated approver, once fully approved the approved carer will be transitioned to their Supporting Foster care service".
