Details
This Request for Information (RFI) is for vendors with the capability to provide a secure, scalable digital document delivery platform that eliminates the need for physical mailing and manual handling. The solution will support large file transfers with automated compression, role-based access controls, and end-to-end encryption to ensure data security and compliance.
RFI submissions will be reviewed and analysed to inform the development of an investment proposal submission for Government approval and inform a potential future Request for Quote (RFQ) process. This call for RFIs is not intended to shortlist specific vendors or products, but rather to gather information about available solutions and identify market capability and pricing.

Details
The current process for sending large files of disciplinary actions externally by Queensland Corrective Services (QCS) is inefficient, resource-intensive, and exposes QCS to both operational and compliance risks. Physical mailing of documents through Aus Post, including the dispatch of large documents (1000s of pages), CDs, and USB drives with CCTV footage incur high recurring costs and takes considerable time. This manual approach is used even when electronic methods might be possible, largely due to technical limitations such as file size restrictions, lack of recipient access, and failed deliveries. These limitations lead to missed deadlines, increased administrative workload, increased opportunity for human error causing privacy breaches, and reduced productivity.

1. File Size Limits
The business has indicated that the file size limit should be up to 25 GB.
2. Onboarding Process for Internal and External Users
Internal Users:
• Selected QCS users will be onboarded with varying permission levels (e.g., admin, read-only).
• External users can be granted access to specific folders or file shares.
• Access permissions include the ability to view, add, or update file sections.
• Upon completion, QCS administrators will have the ability to revoke user access to folders/files.
• Reporting capabilities will be available to monitor progress and status over a defined period.
External Users:
• Identified external users will receive an email to confirm access setup and functionality.
• Users are expected to respond within the agreed timeframe.
• Once all activities are completed, QCS will proceed with the offboarding process and remove access.
3. Current Storage Capacity
Files will be retained on the SaaS platform for a minimum of 1 month, after which they will be securely managed within QCS’s internal folders.
4. Migration Requirements
No migration is necessary, as all files are already backed up in QCS’s secure folder.
