Details
Council of the City of Wagga Wagga owns and maintains a variety of buildings throughout the Local-Government Area (LGA). Approximately 80 of these buildings throughout the Wagga Wagga LGA are included in this RFT. These buildings range from Civic Buildings to Depot Offices, Amenities Blocks on Sports Grounds and BBQ’s. Council is seeking a suitably qualified Contractor to undertake the cleaning of these buildings.

Tenderers may undertake their own inspections of sites that are publicly accessible prior to the scheduled briefing.

Please note that Council will not be conducting individual or coordinated site visits to each facility. The tender briefing will provide an overview of the sites.

Good Morning

With the tender briefing not being scheduled until 14th April, are tenderers permitted to commence assessing sites that are readily accessible to the public in advance of the briefing. These would include the Public Amenities and BBQ's which account for 70% of the sites. Will there be a site visit schedule following the briefing to assess the remaining sites that are not necessarily open to the public.

Unfortunately, due time constraints the facilities that are not accessible to the public will be discussed in length at the briefing but will not be available to access.

Council encourages potential respondents to visit the listed public facilities available in the issued Request For Tender.

Question:
As there are a considerable number of locations within this tender, would we be able to receive the following information to support accurate pricing:

- Total square meterage for each site (particularly for larger locations and Council buildings that are not accessible for inspection)

- Details of flooring types within each building, including corresponding square meterage (i.e.. square meterage of carpet in a particular building that requires periodical cleaning)

- The number and approximate size of glass panels/windows (photographs will suffice)

Additional photographs of the sites would also be appreciated, as they will assist in refining our assessment and ensuring a more accurate pricing submission.

Could we please receive confirmation whether the cleaning schedule is in line with pages 9 - 20 of the scope of works document, or the pricing schedule.

E.g. Civic Centre Level 2 shows 5 days cleaning in the cleaning schedule but 4 days cleaning in the pricing schedule

The cleaning schedule outlined in the Scope of Works (pages 9–20) is to be used as the basis for service frequency. Where discrepancies exist between the Scope of Works and the pricing schedule, the Scope of Works takes precedence.

Using your example, Civic Centre Level 2 is to be priced based on 5 days per week in accordance with the Scope of Works.

Should you identify any further inconsistencies, please raise them via VendorPanel for clarification.

Amenities deep cleaning is not specifically detailed within the scope of works; however, it is included within the pricing schedule. Where applicable, deep cleaning is to be undertaken as a thorough clean in line with standard industry expectations.

We have a number of questions about this tender's requirements please:

SQM / Area Clarifications:

1. Does Council hold a master schedule of cleanable sqm by site or building?

2. If not, is Council prepared to issue one post briefing or via Addendum?

3. If sqm is not provided, confirm that pricing is expected to be based on:

o frequencies × time allocation

o not area driven calculations

4. For composite sites (e.g. Civic Centre, depots):

o Which areas are in scope?

o Which are excluded?

Amenities Complexity- Please clarify:

• Are all public amenities treated as “standard” or are any:

o high traffic

o event driven

o seasonal spike locations?

• Are cleaning times expected to differ materially by site?

Access & Constraints- Please confirm:

• Keys / swipe / alarm arrangements

• Any OOH only sites

• Any buildings that cannot be cleaned during business hours

• Any sites regularly impacted by events (stadiums, halls)

Could a revised pricing schedule be sent through matching the cleaning schedule? I have noted that the following sites are missing from the cleaning schedule: Narrung St Sewer Treatment Plant Office, Livestock Marketing Centre Amenities, Pomigalarna Parks Depot, Riverside Parks Depot and Bomen RIFL Parks Depot. There is also a double up on the following sites: Willians Hill Museum, Ashmont Ngurra Hub, Senior Citizens Centre, Lake Albert Hall, Historic Council Chambers

Please refer to the pricing schedule as the governing document. It contains the correct and complete list of sites for pricing.

The sites noted as missing from the cleaning schedule are included in the pricing schedule and should be priced accordingly. The duplicated sites appear only in the scope of works and do not affect the pricing schedule.

No revised pricing schedule will be issued.

1. Can Council confirm required days of service for each site (i.e. Monday–Friday only vs 7-day service)?

2. And for public amenities and high-traffic sites, are these expected to be serviced 7 days per week including weekends and public holidays?

3. Are there any restrictions or expectations regarding time of service (e.g. after-hours cleaning, early morning, or business hours only)?

4. Are specific service days/times mandated, or are we able to determine the most efficient service schedule to meet the needed service frequencies?

5. Are services required on public holidays for all sites, or only selected locations (e.g. public amenities)?

6. For event-driven sites, can Council provide typical frequency of events requiring additional cleaning or confirm these are to be treated as ad hoc services?

7. Would Council consider a consumable model based on usage (cost + small administration fee) that we would bill back monthly to Council?
