Details
MidCoast Council is seeking to engage a suitability qualified and experienced Consultant for the development of a disaster framework and commence its implementation. Development will be supported by work already conducted by Council, initiated from lessons learned workshops and the creation of priority disaster recovery improvement actions.
Background information / Compatibility requirements
Details
Following the AGRN1212 event, Council has conducted lessons learned workshops and has identified a number of improvement opportunities. This includes the development of a formal disaster response/recovery framework that maximises infrastructure restoration at minimal cost to ratepayers. Procedures and systems to support the framework will also need to be developed.
Priority disaster recovery improvements have been identified across:
• evidence capture and claim integrity
• work order quality and data integrity
• procurement and delivery under pressure
• reporting and operational coordination
• disaster readiness and training
• value maximisation
• programming
• governance
• external engagement.
Council is seeking external specialist support to deliver these actions, embed improved controls and processes, and support practical adoption across relevant teams and systems.
Council will arrange a meeting/workshop with our local NSW RA Manager Reconstruction Coordination to discuss lessons learned from the submission/processing of EW/IRW claims for the AGRN1212 event and any advance learnings from EPA-RW submissions. This will likely occur late September/early October.

Details
1. Establish a practical Disaster Response Framework as Council’s primary disaster recovery management structure, providing the overarching foundation for procedures, controls, systems, roles and decision-making that support effective DRFA delivery.
• Structure the supporting objectives and implementation approach around key themes and elements including evidence capture and claim integrity, work order and data quality, procurement and delivery, reporting and coordination, governance, readiness, training and external engagement.
• Develop a structured approach that can grow and adapt with the evolution of DRFA practices, changing funding and assurance requirements, and Council’s operational experience over time.
• Embed practical procedures, templates, workflows, guidance materials and reporting arrangements that support continuity despite staff turnover and provide a reasonable level of redundancy during absences of key staff at critical times.
• Improve delivery capability, claim integrity, audit readiness and operational coordination during future disaster events.
• Incorporate testing and continuous improvement measures, including desktop exercises or similar readiness testing, to validate the framework and supporting arrangements.
2. Provide independent specialist implementation support to design, embed, test and operationalise the framework and its supporting elements in a way that is practical for Council staff, systems and delivery partners.
