Question:
In the RFT document, Clause 3.2.2 (“Car Park Solar Lighting Works”) provides a detailed scope of works referencing design and specification documentation, including:

- T24-17 - Broken Hill Airport Car Park Solar Lighting Rev 1

- T24-17 - GFS Solar Calculator Report - ASPIRE 225 @ 30W all-night

- T24-17 - ASPIRE-225 Specification

However, no corresponding items for these works are included within the Tender Schedules / Bill of Quantities.

Could Council please confirm:

1. Whether the Car Park Solar Lighting Works are to be included in the tender submission, and if so, under which schedule or item they should be priced; or

2. Whether Council intends to issue revised Tender Schedules that include the Car Park Solar Lighting Works; or

3. If these works are excluded from the current tender scope and will be procured separately.

Hello,

1. Inclusion in Tender Submission / Pricing:

The Car Park Solar Lighting Works are to be included in the tender submission. Tenderers should allow for these works as a separate provisional item, clearly identified within their pricing schedule or Bill of Quantities.

2. Revised Tender Schedules:

Council does not intend to issue revised Tender Schedules at this stage. Tenderers are to include the Car Park Solar Lighting Works as described in Clause 3.2.2 and associated documentation, using the provisional item approach noted above.

3. Procurement Approach:

The Car Park Solar Lighting Works are not excluded from the current tender scope and will not be procured separately.

Question:
Item 7.3 of the Tender Schedules refers to “Supply and install new perimeter fence to BHCC specifications.” There is no mention of this fencing in the RFT or Technical Specification documents.

The design drawings indicate the fence alignment and note “New Chain Wire Security Fence” and to “Match to existing fence”, but do not provide sufficient detail regarding:

- Fence height, post spacing, and footing requirements;

- Mesh gauge and aperture;

- Finish or coating requirements;

- Gate or terminal treatment details; or

- Any applicable BHCC standard specification.

Could Council please confirm or provide:

1. The specification, drawings, or standard to be used for the new perimeter fence; or

2. Confirmation that the intent is to match the existing fence in all respects; or

3. A revised Tender Schedule and/or addendum including the relevant specification.

1. Specification, drawings, or standard:

There is no separate BHCC standard specification or detailed drawing for the new perimeter fence.

2. Intent:

The intent is for the new perimeter fence to match the existing fence in all respects, including height, mesh gauge and aperture, post spacing, footing detail, finish/coating, and gate or terminal treatment.

3. Revised Tender Schedule / Addendum:

A revised Tender Schedule or additional specification is not required. Tenderers are to base their pricing and construction methodology on replicating the existing perimeter fence.

Question:
Clause 3.2.2 Car Park Solar Lighting Works specifies the use of Green Frog Systems Aspire 225 solar lighting units, supported by the T24-17 – GFS Solar Calculator Report – ASPIRE 225 @ 30W all-night and ASPIRE-225 Specification.

Could Council please confirm whether alternative solar lighting systems with equivalent performance and technical capabilities may be offered as an alternative to the Aspire 225 units, subject to approval?

If acceptable, please advise whether Council requires comparative data or a formal substitution submission at tender stage.

Please include full specifications of the proposed lighting system, along with comparative data demonstrating equivalency to the Aspire 225 units.
