Answer: We would expect a level of consultation and engagement commensurate with the project objectives. At a minimum, we would expect multiple opportunities for residents to provide feedback, online and in person.

Question 2. Existing Brand Assets

Are there any current brand guidelines, positioning statements or research material available that should inform the audit?

Answer: Council has brand guidelines for its own brand, as well as the Visit Loddon Valley brand. Recent work on township brands and key messaging will be provided to consultant to inform the project work.

Question 3. Integration with Other Initiatives

How should this place brand align with existing campaigns like the Street Scenes Project (RFQ C641) or tourism marketing?

Answer: The place brand will inform and support future work. The Street Scenes Project (RFQ C641) or tourism marketing activity should be considered in relation to the place brand impact on the suite of brands it relates to - and sits above.

Question 4. Brand Implementation Scope

Is there a definitive list of deliverables (physical and or templated) available?

Answer: This will be determined in the project work.

Hello,

We have recently completed a place based branding project with costs at $85 - $100k for a regional service-town. In order to align quality and expectations, is it possible to gain an understanding of whether or not the Loddon Shire has appetite for this level of investment. I'm sure you would appreciate, branding services and outcomes can range dramatically based on experience, approach, strategic understanding and design ability. Whilst this type of investment could be available, it's also possible the Shire doesn't have the resources to fund at this level. To avoid misalignment, it would be most helpful if there could be an indicative range or ceiling provided on what is seen as an acceptable level of investment to qualify for consideration.

While we appreciate the eventual transparency, this budget indicates a fundamental misunderstanding of what’s required to deliver meaningful strategic and creative outcomes. A robust Research & Discovery phase alone would account for that figure, particularly with 100+ Stakeholders involved — and without that foundation, any long-term brand strategy is compromised from the outset.

If the budget cannot support the full scope from the beginning, then relying on staged delivery or future funding isn’t a viable or practical path forward.

On that basis, we’ve decided not to submit a response to your RFQ.

We are keen to submit for this project and - while the 30k budget is likely to be restrictive we feel we can provide a scaleable approach. However one of the previous questions in this forum asked about how many people needed to be consulted for 'interviews'/in person and the response was 100+. Is there any scope for movement on this requirement? To consult with over 100 people in-person alone would likely be more than $50,000, but there are other ways to consult at scale that do not require that amount of in-person time.

Are you comfortable to receive a proposal that does not allow for in-person consultation of over 100 people? If not, it will likely put us out of contention which of course we'd be disappointed about!

We responded 100+ when we were asked how many people we expected would be engaged in person. Depending on the consultant's approach or methodology, this could include face-to-face interviews, town hall meetings, on-line workshops, visits to community groups or other methods.

Also, do you have any past research that could contribute to this stage? If so when was it conducted? Finally, do you have a general database of names to which a survey could be sent?

We expect the 100 people mentioned in responses to supplier questions would comprise Council internal and external stakeholders and groups including leadership teams, tourism and development committees, local progress associations, local and regional community groups and local residents. We have significant recent reporting and research and all required databases to support comprehensive community consultation and engagement.

We have internal capacity


There are a number of brands on the website. When you talk about the Loddon Shire Place Brand, are you talking about working on the council brand or the tourism brand? And if this project focuses on the tourism brand, would you see this project also covering the architecture of associated brands?

The place brand is separate and additional to Council's tourism and also organisation brand. The project would need to consider existing brands but the scope does not include any alteration to existing brands.
