Central Highlands Regional Council (CHRC) is seeking suitably qualified contractors to provide mobile concrete crushing services across three landfill sites: Lochlees (Emerald), Blackwater and Tieri.
The services involve the processing of stockpiled clean concrete and brick rubble (Construction & Demolition, Commercial & Industrial, and domestic sources) into a 20mm minus product, suitable for on-site reuse.
Scope of Services
The Contractor will be required to:
- Mobilise, operate and demobilise mobile crushing plant
- Process stockpiled material into a compliant 20mm minus product
- Remove contaminants (steel, timber, plastics, vinyl, lino, sealants, and suspect asbestos)
- Recover ferrous metal via magnetic separation
- Undertake dust suppression and environmental controls
- Provide campaign reporting, weighbridge/plant records, and compliance documentation
The Contractor must supply all labour, plant, equipment, fuel, water (if required), and consumables necessary to deliver the service.
Contract Structure & Timing
Contract term: 3 years (August 2026 – August 2029)
Engagement model: Schedule of rates, call-up basis (no guaranteed volumes)
Locations and Indicative frequency:
- Lochlees: Annual
- Blackwater: Every 18–24 months
- Tieri: As required

Background
CHRC operates three landfill sites with Resource Recovery Areas (RRAs) that receive clean concrete and brick waste.
Approx. 6,700 tonnes accumulated stockpile across sites
Ongoing inflows of ~3,800 tonnes per annum
This procurement is designed to:
- Convert waste into a usable construction material
- Enable closed-loop reuse within Council operations
- Avoid landfill disposal of recoverable materials
- Support resource recovery and sustainability objectives
Regulatory & Operational Constraints
- ERA 54 (mechanical reprocessing) authorised at Lochlees only
- Blackwater and Tieri campaigns are conditional pending regulatory confirmation
Strict environmental and compliance controls apply:
- Dust, runoff, sediment management
- WHS and asbestos risk management
- Separation from public areas
Compatibility / Technical Requirements
-Ability to produce 20mm minus product free of contaminants and steel
- Plant fitted with magnetic separation capability
- Capability to manage contaminated loads, including suspected asbestos
- Ability to operate under call-up mobilisation model with defined lead times
- Experience working in live landfill / public interface environments

- Work is call-up only, driven by operational need (not contractor preference)
