Mildura Rural City Council is the local government organisation that represents and serves approximately 51,000 people who reside in or own land within Mildura Rural City. Located in North West Victoria, the municipality covers an area of 22,330 square kilometres.

Mildura Rural City Council was established on 20 January 1995 following the amalgamation of the former City of Mildura and the Shires of Mildura and Walpeup.

Mildura Rural City Council is seeking Tender responses from suitably qualified individuals and organisations to provide independent audit oversight for the design of capping and rehabilitation works at Mildura Landfill. For background information on Mildura Landfill refer to appendix 2027-336 Mildura Landfill Background Information.

The audit engagement is structured across two stages:

• Stage 1: Audit scoping and concept design review

• Stage 2: Detailed design and tender documentation review

The appendix 2027-336 Mildura Landfill Final Capping Works - Engagement Schedule provides a visual overview of the full engagement workflow, including the sequencing of deliverables, auditor checkpoints, and the roles and responsibilities of all parties at each stage.

This tender is informed by appendix 2027-336 Waste Services Strategy 2026–2036 which identifies the transition of the Mildura Landfill site to a Transfer Station only operating model. The timing of cessation of landfilling is planned to be from the 2028/29 financial year.

INSPECTION: A site inspection is scheduled for 11.00am on Thursday, 22 October 2026. Inspections are highly recommended but not mandatory.

SUBMISSIONS: Completed responses can ONLY be submitted electronically by uploading into the VendorPanel System. Respondents will receive a confirmation email response upon completion. Submissions must be fully received by the closing time as late submissions will not be accepted. Council is not bound to accept the lowest priced Tender or all or any part of a Tender and reserves the right to conduct the Request for Tender process and select the successful respondent(s) as it sees fit. All responses must be made by online submission. Any response made by any other means (open email, facsimile, post or in person) will not be considered.

Council encourages innovative and creative responses to its specification, however such responses should always form part of a conforming tender.
