Details
In the Great Barrier Reef and Marine Parks Region, response to marine turtle strandings is largely undertaken by a network of volunteers. Over the past 9 years, the volunteer network has expanded considerably with volunteers now responding to over 80% of marine turtle strandings in the Great Barrier Reef Marine Park. The volunteers also contribute significantly to turtle stranding response in the southern state marine parks of Great Sandy and Moreton Bay.

Details
Community involvement with marine strandings response is an output of the Great Barrier Reef Joint Field Management Program Annual Business Plan, with a performance indicator of 90% of low risk strandings requiring response are attended to by trained community volunteers or Indigenous Land and Sea Rangers’. Having a contractor manage the day-to-day operations of the volunteer network will greatly assist with achieving these targets.

For the last 3 years the QPWS Stranding Coordinator has been responsible for managing the contract for an organisation to manage the volunteer network to coordinate volunteers to respond to reports of marine turtle strandings and deliver marine turtle responder training. As the network of volunteers has grown, so has the task of managing the volunteer response. Enlisting the assistance of a contractor to manage the day-to-day operations of volunteer management will continue to allow the Stranding Coordinator to devote time to other important work such as overarching governance of the volunteer groups and other higher stranding priorities.

The volunteer network that the contractor will manage comprises of approximately 22 groups of volunteers, spread between Brisbane in the south and north to Cairns.

Question:
In regards to the VMP, are you able to please confirm if we are expected to recommend suitable areas within the study area for management under the VMP? It is unlikely the budget of $25, 000 would feasibly encompass the entire study area for the VMP and FFA, as such we propose to identify areas of highest management priority and concern (i.e. riparian corridors with high weed infestations) for the VMP area. Can you confirm whether this satisfies Council's request?

Good morning,

Please see the below queries:

1. The RFQ mentions that the expected timing is roughly 2-3 days a week for 1 person, is this consistent? Or is this an average in the sense that some weeks may have less than a days worth of work, and some may have 5 full days?

2. With the newsletter, it specifies 10 pages, and that 2 are due per year of contract. Does this mean that in the initial year, the newsletter is only 2 pages? Or are there pre existing pages that are already in the newsletter and require updating, and 2 new pages are expected I the first year.

a. The RFQ says there is an example attached but I am not able to find one.

3. The RFQ specifies $5,00 for purchase and distribution of materials and equipment, I am wondering how this number has been calculated, and if it is reached at say 6 months is there room for increased budget for the volunteers? Or have I misread the RFQ and a part of the management is to prioritise and manage volunteer needs to keep the budget to $5,00 or under for the year?

a. In my experience with sea turtles, oftentimes rehabilitation is much more expensive than rescue due to expenses like F10, medication, etc. whereas stranding rescue costs are comparatively lower, is this budget strictly for stranding costs? Or is it inclusive of some rehab cost as well?

4. Management competency is mentioned at various points throughout the RFQ, what sort of training is expected/provided by DETSI if any? I note that the first 3 months will have restricted QWildlife access.

5. With the 4 trainings required within the contract, is there pre existing training that has been used previously? Or would the chosen supplier be exclusively responsible for the development of the one-day training program.

a. The RFQ specifies 'Review, consolidate, and update existing training" but as I have not seen the training, I am just looking for some indication of how much time needs to be put to this task specifically.

6. Lastly, is there anything not mentioned above that you have seen frequently in other RFIs throughout the quoting process?
