Scenic Rim Regional Council (“Council” or “Principal”) is seeking submissions from suitably qualified Tenderers for the Management and Operation of the six Council Controlled Swimming Pools.

The 6 swimming facilities include:

1. Beaudesert Swimming Pool

2. Boonah State High School Swimming Pool

3. Scenic Rim Aqua Fitness Centre

4. Canungra Swimming Pool

5. Tamborine Mountain Pool

6. Rathdowney State School Swimming Pool

All facilities are open for Tender. Council invites tenders for the Management all six (6) facilities or by the below Separable Portions.

1. Separable Portion 1: Beaudesert Pool AND Rathdowney State School Pool

2. Separable Portion 2: Boonah State High School Pool

3. Separable Portion 3: Scenic Rim Aqua Fitness Centre

4. Separable Portion 4: Tamborine Mountain Swimming Pool

5. Separable Portion 5: Canunga Swimming Pool

Council will conduct a facility inspection of all sites on Wednesday 9th July 2025.

Please find itinerary below.

• 9.30am - Boonah State High School (32 MacQuarie Street, Boonah) & then onto Scenic Rim Aqua Fitness Centre (10-14 Elizabeth Terrance, Boonah)



• 11.00am - Rathdowney State School (139 Mount Lindesay Highway, Rathdowney)

• 12.00 Noon - Beaudesert Pool (54 Brisbane Street, Beaudesert)

• 1.30pm - Canungra Pool (2-26 Monach Drive, Canungra)

• 2.10pm - Tamborine Mountain Pool (14-16 Beacon Road, Tamborine Mountain)



• 2.30pm - conclusion of inspections and final questions.

Two Council officers will be present during all inspections. Times are approximate, and Council recommends respondents seeking to visit a single site only provide themselves with a suitable time window should the inspections be running ahead or behind schedule.

It should be noted that any questions raised during the inspections will be listed and responded to, via the VendorPanel portal.

1. Can Council please provide audited financial reports for each facility for the last 3 years?

2. Can Council please provide total revenue and if possible, a breakdown of revenue items, for each facility the last 3 years?

3. Can Council please provide utilities costs for each facility for the last 3 years?

4. Can Council please provide total active members or season pass holders per venue for the last 3 years? And the breakdown of type e.g. aquatics, full access etc

5. Can Council please provide total active learn to swim members or season pass holders per venue for the last 3 years?

6. Can Council please confirm who owns the items in the Plant and Equipment Inventory lists in Part C - Specifications for each venue, is it Council or the current operator?

7. Would Council please consider an extension of the due date by a period of 2 weeks so that tenderers can review the updated information provided?

What is the amount paid last year to operator’s by pool?

The existing contract between Council and the service provider does not provide for the public release of the payment amount.

Suppliers submitting tenders should be aware of Section 237 of the Local Government Regulation, which places a requirement on Council to publicly disclose details of contracts above $200,000 in value.

Can a copy of the 'Head Document' referenced in the draft agreement be provided?

The 'Head Document' referred to in the sample pro forma management agreement is the agreement between Scenic Rim Regional Council (and its operator) and the Queensland Department of Education. It is only relevant for the Boonah State High School and Rathdowney State School pools, as the drafting note suggests. A copy of this agreement will be uploaded as an addendum.
