Question:
1. Is there a budget range allocated or expected as part of this project?

2. How many items/questions does RSHQ have that need to be imported into the new Online Exam platform? How many of these are MCQ vs Open text questions?

3. For Anti Cheating - Will RSHQ require human resources for remote proctoring if human-monitored proctoring is needed?

4. Support - Does RSHQ have 1st level of support to handle end-user inquiries? Or is the supplier expected to provide 1st level support as well?

5. Are there any data protection/sovereignty requirements for hosting and providing support services?

Question:
Paragraph 2A.9 of the ITO asks the Supplier to provide a list of derogations against the linked document “QITC Comprehensive Contract Conditions – ICT Products and Services – Issued November 2021 - Version 3.0.0” available from the Queensland Government publication portal. This same contract is provided by the RSHQ as document “3a._Contract_Conditions_ICT_Products_and_services”.



Document “3._Comprehensive_Contract-Online_Examinations” is a template for the specific contract Details relevant to the RSHQ, which we understand are to be read in conjunction with the above Contract Conditions. However, this Document 3 is incomplete, and therefore, we are unable to determine the specific requirements/details that relate to the Contract Conditions.



Documents “3b. QITC Module 3 – As a Service – Issued December 2017 - Version 1.0.1”, and “3c. QITC Module 7 – ICT Professional Services – Issued August 2017 - Version 1.0.0”, have also been provided as part of the ITO and we believe are part of the document set above.



Further to this the RSHQ has provided, as an addendum to the ITO, document “VP450388_Alternative Contact Option General-Contract-Details-ICT-Products-and-Services” which is a different contract Detail template to Document 3 and should be read in conjunction with a different set of terms namely “General Contract Conditions - ICT Products and Services – Version 4.0.0” available from the Queensland Government publication portal here. Again, the VP450388 document contract Details are incomplete and therefore we are unable to determine the specific requirements/details that relate to the contract.



Please can the RSHQ confirm the following:

1. Which set of contract documents will be used for this procurement and, therefore, should be reviewed by the Supplier to avoid any doubt as to the terms that apply?

2. What is the RSHQ’s intention in respect of the relevant incomplete contract Details document? We are unable to complete a review of the contract requirements without this further detail.

3. If the RSHQ is unable to provide the Contract Details at this point is there a specific set of key terms that it would like the Supplier to comment on, or should we assume that the contract will be agreed post preferred Supplier selection?
