Details
TAFE Queensland is dedicated to delivering high-quality education and training services that cater to the evolving needs of students and the community. To support this mission, TAFE Queensland aims to implement an advanced Library Services Platform (LSP) with a strong emphasis on electronic resources.
The LSP will be pivotal in achieving TAFE Queensland's objectives by streamlining the management of electronic resources, improving user experience, and facilitating seamless access to a diverse range of digital educational content. The system will integrate various library functions, including cataloguing, circulation, acquisitions, and user management, into a cohesive and user-friendly platform that prioritises electronic resources.
The contract for the LSP will require the provision of a comprehensive software solution tailored to the specific needs of TAFE Queensland's library services. The selected vendor will be responsible for delivering, installing, and maintaining the LSP, ensuring it aligns with the institution's goals of enhancing educational outcomes and operational efficiency. The system should be scalable, secure, and capable of supporting the diverse requirements of TAFE Queensland's library users, with a particular focus on electronic resources.

Question
:
Hello. Can you please confirm:
• The full-time equivalent student numbers for TAFE Queensland?
• The number of TAFE Queensland staff who will require a login to the Library Services Platform?
Thank you.
Answered on 16/Dec/2025 01:04 PM
:
In response to your question on QITC contract document (earlier query). The QITC Contract template has been included for so that offerors can review to determine if they would like to submit departures from the terms and to enable offerors to add contract contacts.
All modules' templates are included it is not an expectation that all modules will be used in the final contract. The modules required will be finalised during negotiations and contract award to the successful supplier.
It is not a requirement that all sections of the QITC contract are completed, it may be of assistance to complete questions 2. 3. 4, 5 and 8 off the SaaS module. Details on backups, and data will be negotiated with the successful supplier.
The number of FTE student number are approx 139,000.
The number of TQ Library Staff 100 with approx 10 who look after system security, configuration etc and under 100 that look after cataloguing, acquisitions etc.
All TQ staff members can request a login to the LSP to access resources as a borrower/user, and these staff would be included in the total number of borrowers/users.

Good afternoon Alison,
Any parts of the specification that are not addressed in Attachment 3 or in one of the questions in the Supplier Response Form should be included in your Summary of Offer or provided in accordance with Attachment A. When doing so, make sure to reference these details in either:
Section 7: Overview of the Supplier’s Offer, or
Section 15: Additional Information Offered by the Supplier in the Supplier Response Form.
If these references are missing, the information may be overlooked during evaluation.
Kind regards

Question
:
Can you clarify Schedule C - Proposed Departures. Is this supposed to list exceptions from QITC_Contract_Details_TQC0013712_Library_Services_Platform Annex A ? Is it possible in lieu of filling out Schedule C - we redline and track change any exceptions inline with the document, as well as insert applicable details as requested?
Answered on 14/Jan/2026 03:16 PM
:
Good afternoon Alison,
Thanks for your query. We cannot accept the redline and track changes for the departures submission. If your company wishes to request departures from the QITC Terms and Conditions (Annexure A), you must complete Schedule C – Proposed Departures. This schedule is provided to our legal team so that:
- The reasons for each requested departure are documented.
- Our legal team can review and provide comments within a single consolidated document.
The legal team may:
- Request further information,
- Accept the departure in full or in part (with suggested amendments),
- Or decline the request.
This process ensures a complete record of all negotiations and agreement on departures, which is particularly important if negotiations are extended.
Kind regards
Jillian Highfield

Question

There are conflicting details on initial contract term in the ITO documentation.
TQC0013712 Attachment A Specification Template, Section 3 (p4) states "The contract period will be for an initial term of five years, with the possibility of extension based on performance and mutual agreement."
TQC0013712 Library Services Platform-Invitation to Offer, Section 1.2 (p3) states "(b) Establish an Agreement for a three (3) year period with an option to extend for one (1) x two (2) year period"
Can you please confirm the preferred contract arrangement?
Answered on 20/Jan/2026 02:00 PM
:
Thank you for raising this. I have sought clarification from stakeholders, and it has been agreed that the Initial Term of the Contract will be three (3) years with an option to extend for 1 x three (3) year period.

Question
:
Which 3rd party vendors does your LSP connect to via SIP2 or Web Services connectors? eg. RFID vendor
Answered on 23/Jan/2026 12:36 PM
:
Hi Holly,
Our current ILS is Spydus and we use EBSCO for the discovery layer. With the new LSP we want an integrated system where we don't require separate services which has the ability to integrate through APIs to our Technology One platform.
Kind regards
Jillian Highfield
