Question:
1. The RfQ mentions that the Supplier must confirm that a CHC has been undertaken. However there seems to be no space in the Response form to indicate this. Is it required that this be stated - and if so where? Do you require any written confirmation?

2. Our response will include a completed Section 4 plus attachments (ie. CVs and methodology). Are we to retain sections 1-3 in our response? And are all attachments to be included in a single PDF document along with Section 4, or can they be separate uploaded documents?

Please see below TMR’s responses to the above questions.

1. The requirement to confirm that a CHC has been undertaken will be requested of the Supplier prior to commencing the work. No response to this particular requirement is required as part of the Offer.

2. TMR’s preference is that only a completed Section 4, along with associated attachments, are included as part of the Offer. For clarity, TMR does not require the Offeror to include Sections 1 to 3 of the RFQ as part of its Offer.

TMR advises an offer comprising only part of the required services will be deemed non-compliant. However, a team of facilitator or partnerships between Suppliers will be considered for this engagement. If proposing a team of facilitators and/or a partnership between two Suppliers, the Supplier must explain how they will work together as a team to deliver the services set out in Attachment 2 of the RFQ.

2. Alliance Team will consist of 200+ members,

3. DSC Leadership Team consists of 10 members.

- assume 20 workshops (7.5 hours each not including preparation/ debrief time) from May 2025 – September 2026 for leadership development days with the Project Leadership Team/s

- assume 2 x leadership one-on-one coaching sessions (2 hours each) with 10 people from the Project Leadership Team (therefore 40 hours total of one-on-one coaching for the Project Leadership Team).

1. Could you please provide an indicative estimate of the number of workshops, coaching sessions, and leadership development activities required per year?

2. Are there any forecasted peak activity periods during the initial 2025–2026 contract term where more days/hours will be required?

3. What is the typical expected duration of workshops and coaching sessions (e.g., 2 hours, half-day, full-day)?

4. Could you please provide an indicative list of expected work delivery locations beyond Brisbane (e.g., Beerwah, Caloundra), and an estimate of the number of required site visits to Brisbane CBD and regional/project offices during the contract period?

5. TMR’s documentation refers to the Supplier being "embedded within TMR’s team during key points of the engagement." Could you please confirm whether the Supplier is expected to operate as a consultancy/supplier model — delivering services remotely where appropriate and attending onsite during specific periods or milestones (to be confirmed with TMR) — or whether TMR envisages the engagement as an embedded, seconded employee-style role requiring consistent physical presence within the project team?

6. Is it a requirement that a single consultant or individual delivers all activities, or is TMR open to a team of facilitators and/or a partnership between two suppliers?

7. What is TMR’s expectation regarding reporting for session outputs and data (e.g., is a report required for each session? Is raw data sufficient, or is a full report including methodology and analysis expected)?

Please see below TMR’s responses to the above questions. TMR confirms an Addendum will shortly be released to the RFQ to address the below responses.

Q: Could you please provide an indicative estimate of the number of workshops, coaching sessions, and leadership development activities required per year?

• As per the Key Assumptions in Attachment 2 of the RFQ, the Suppler should:

- Assume 60 workshops (7.5 hours each not including preparation/ debrief time) from May 2025 – September 2026, including internal workshops for TMR team and with the Proponents, such as Foundation Workshops and development of Alliance Charter

- Assume 20 workshops (7.5 hours each not including preparation/ debrief time) from May 2025 – September 2026 for leadership development days with the Project Leadership Team/s

- Assume 2 x leadership one-on-one coaching sessions (2 hours each) with 10 people from the Project Leadership Team (therefore 40 hours total of one-on-one coaching for the Project Leadership Team).

- Assume 5 people per annum participate in an Emerging Leaders program which will include activities such as leadership training and one-on-one coaching. The Supplier is to propose details of this program, how it will develop leaders and why it represents value to TMR and the DSC Project.

Q: Are there any forecasted peak activity periods during the initial 2025–2026 contract term where more days/hours will be required?

• Interactive procurement activities will be undertaken between June – October 2025 (inclusive), during this time workshops will be required with Proponents, particularly ITC and Alliance Development workshops. At the same time, TMR’s client team will hold Project Leadership Team workshops and commence leadership coaching, including the development of the Emerging Leaders program. It can therefore be assumed that June – October 2025 will be the busiest time during this engagement.

Q: What is the typical expected duration of workshops and coaching sessions (e.g., 2 hours, half-day, full-day)?

• For the purpose of responding to this RFQ, please assume workshops will be full-day workshops (7.5 hours). This does not include time to prepare/ debrief/ report following the workshop. Once the Supplier is engaged, workshops will be planned in collaboration with the DSC Project Director and may be less than a full-day where relevant.

Q: Could you please provide an indicative list of expected work delivery locations beyond Brisbane (e.g., Beerwah, Caloundra), and an estimate of the number of required site visits to Brisbane CBD and regional/project offices during the contract period?

• Most workshops between May 2025 – June 2026 will be held in the Brisbane CBD. For the purpose of responding to this RFQ, please assume 4 workshops will be held in Beerwah and 4 workshops will be held in Caloundra.

Q: TMR’s documentation refers to the Supplier being "embedded within TMR’s team during key points of the engagement." Could you please confirm whether the Supplier is expected to operate as a consultancy/supplier model — delivering services remotely where appropriate and attending onsite during specific periods or milestones (to be confirmed with TMR) — or whether TMR envisages the engagement as an embedded, seconded employee-style role requiring consistent physical presence within the project team?

• For the purpose of responding to this RFQ, please assume services will operate as a consultancy/ supplier model. There is no expectation for the Supplier to be seconded into TMR’s team to undertake this engagement.

Q: Is it a requirement that a single consultant or individual delivers all activities, or is TMR open to a team of facilitators and/or a partnership between two suppliers?

• A team of facilitators or partnership between Suppliers will be considered for this engagement. If proposing a team of facilitators and/or a partnership between two Suppliers, the Supplier must explain how they will work together as a team to deliver the services set out in Attachment 2 of the RFQ.

• For the purpose of responding to this RFQ, please assume that a report will be required to be completed following each workshop session.

• TMR will hire venues where required, provide catering where required and coordinate participation for workshops, including developing and sharing invitations.

Q: Could you please advise whether TMR has an indicative expectation regarding the proportion of sessions to be delivered in-person versus online?

• All workshops should be assumed to be in-person workshops. Some leadership coaching and one-on-one sessions may be held online.

Q: Our services can be scaled to match project needs. Is TMR able to provide, even as a broad guide, an indicative budget range for this engagement?

• A budget is unable to be provided by TMR.

Q: As per Queensland Government procurement guidelines, should pricing submitted be exclusive of GST?

• Pricing should be provided both exclusive and inclusive of GST as per Attachment 3 of the RFQ.

You mention in your mandatory requirements "minimum 10 years' relevant experience in leadership and development coaching services during the procurement and delivery phases of major infrastructure projects". We have minimum 10 years' relevant experience in leadership and development coaching, but have not done all of this during procurement and delivery phases of major infrastructure projects - would we still be considered?

To assist us in shaping a tailored and high-quality response, we would appreciate clarification on the following points:

1) First Nations Engagement

Considering the National and State government’s strong commitment to diversity and inclusion.

a) Could you advise whether there is interest or preference in engaging a First Nations-owned business?

b) Would the Department be open to an enhanced delivery model that incorporates Cultural Competency as an added-value element?

c) Additionally, is there consideration to engaging a First Nations Engagement and Participation Manager to assist the project in meeting its targets around First Nations participation through employment and procurement of First Nations businesses?

2) Workshop Outcomes

Could you please clarify the expected outcomes for each type of workshop (e.g., leadership development, alliance charter development, and team building)? Understanding the intended objectives will support our design and facilitation approach.

3) Indicative Schedule

Is there a draft schedule or indicative timeline for the 60 days of workshops and 20 days of coaching? Will the sessions be evenly distributed across the engagement period or likely to cluster around key project milestones?

4) Facilitator Presence

The RFQ mentions the facilitator should be embedded "as needed". Could you please advise on your expectations regarding physical presence in Brisbane and on the Sunshine Coast?

5) Delivery Model

Would the Department prefer a single lead facilitator for consistency, or is a small team delivery model acceptable (e.g., a lead facilitator supported by subject matter experts for specific sessions)?

6) Success Measures

How does the Department intend to evaluate the success of the engagement? Will this include participant feedback, observed behavioural change, delivery against project milestones, or a combination?

1 a) Evaluation of submission/s will be as per the Evaluation criteria and Response requirements detailed in this RFQ.

b) Services are expected to be delivered as per this RFQ.

c) A First Nations Engagement and Participation Manager is not within the scope of this RFQ.

2. Services are expected to be delivered as per this RFQ.

3. An indicative Procurement Schedule has been provided as Attachment 1 to this RFQ. A defined schedule of workshops cannot be provided at this current time, however, please assume June - October 2025 will peak service delivery time.

4. All workshops should be assumed to be in-person workshops. Some leadership coaching and one-on-one sessions may be held online.

5. Respondents may provide a single resource or team of facilitators in responding to this RFQ.

6. Success of this engagement will be evaluated against successful delivery of the services as detailed in Attachment 2: Scope of Services.

1. We are calculating the Cultural Check licences required so may I know how many people/stakeholders will be on project at its height? It is common for us to include key stakeholders in our survey ie TMR, Designers, Alliance Team. This will let me know the number of licences required to do the survey costings.

2. Do the page limits on Criteria 2 and Criteria 3 refer to the details inside the document or do they limit the attachments to 2 pages?
