The proposed Contract term is two years, with three optional one-year extensions exercisable solely by Council. Services require attendance at Council facilities and cannot be provided remotely.
Background information / Compatibility requirements
Details
Council receives Garden and Green Waste Organics from residents and other authorised customers at five Waste Management Centres. The Contractor must be capable of:

- processing material into the specified Product Grades;

- forming stable stockpiles or windrows with clear toe lines, complete surface visibility and adequate separation for drone surveying;

- identifying and managing contamination, including unexpected asbestos-containing material;

- protecting facility infrastructure and Environment Protection Licence compliance; and

- cleaning and handing back each work area in a safe condition.

All services must comply with applicable NSW legislation, regulatory requirements, resource recovery requirements, facility licences and approvals, Council procedures and the Contract.

Question:
Good evening,

Can Council please confirm the process for Asbestos within the green waste?

Is the tenderer to provide a management plan if potential ACM is found or will council provide a process for this?

Regards

Answered on 22/Sep/2026 11:29 AM:

Contractors will be required to maintain and implement their own procedures for the identification and management of asbestos discoveries. The contractor will not be responsible for the costs associated with the disposal of asbestos-contaminated material, provided that the contamination did not arise as a result of the contractor's wilful misconduct, negligence, or failure to comply with relevant contractual or statutory obligations.
