The Australian Energy Market Operator (AEMO) is responsible for operating Australia’s largest gas and electricity markets and power systems, including the:

- National Electricity Market (NEM), the interconnected power system in Australia’s eastern and south-eastern seaboard.

- Wholesale Electricity Market (WEM) and power system in Western Australia.

We also operate the:

- Victorian Declared Wholesale Gas Market (DWGM) and the Victorian gas transmission system.

- Wholesale gas Short Term Trading Market hubs in Adelaide, Sydney and Brisbane.

- Retail Gas Markets in Victoria, Queensland, South Australia, Western Australia and New South Wales and Australia Capital Territory.

- Wallumbilla and Moomba Gas Supply Hub in Queensland and South Australia.

- Natural Gas Services Bulletin Board.

- Western Australia Gas Bulletin Board.

As Australia’s independent energy markets and power systems operator, AEMO provides critical planning, forecasting and power systems information, security advice, and services to our stakeholders.

AEMO is calling for submissions from Market Participants to provide a System Restart Service (SRS) for the North Metro sub-network of the South West Interconnected System (SWIS) in Western Australia.

This is to address contract expiry in the sub-network and to ensure continuity of System Restart Services.

A System Restart Service is a service from a Registered Facility, with an energy producing system, that can start without requiring energy to be supplied from a Network to assist in the re-energisation of the SWIS in the event of a system shut down or major supply disruption.

Tender approach: Open to Market Participants capable of providing SRS in the North Metro sub-network.

Service commencement: 1 April 2027

Contract term: 5 years from the service commencement date, although shorter durations can be considered by AEMO.

Technical requirements: Service capability must meet the requirements set out in the WEM System Restart Standard and the North Metro SRS Specification.

Standard-form contract: Contract terms are provided as part of the tender documentation.

The tender process is conducted in accordance with the Electricity System and Market Rules (ESM Rules 3.7).
