Bushfire Resilient Communities (BRC) unit within the Bushfire Resilience and Operational Support (BROS) branch is responsible for carriage of several Queensland Fire Department (QFD) functions. BRC is seeking to establish a SOA with a panel of specialist consultants with the objective of delivering critical projects including VHC as part of ongoing RFSQ bushfire hazard mapping program.

These include the mitigation of bushfire risks to communities through hazard map development, Land Use Planning (LUP), training and support programs.

In line with Government commitments, BRC is currently providing advice on several high-priority development proposals to support these functions and provide services in the following fields:

•Vegetation Hazard Spatial and Modelling Services - Services related to the delivery of specialist vegetation models, machine learning tools and spatial products to support interpretation of vegetation attributes.

•Bushfire Ecological Services - Services related to the undertaking of specialist site assessments, reporting and product development regarding fire ecology, vegetation assessment, fuel hazard characteristics.

•Bushfire Risk, Planning and Policy Services - Services relate to the delivery of specialist bushfire assessments and application of knowledge in the fields of bushfire risk assessment, plan making, statutory planning and policy development.

BRC engages services and expertise from time to time to support the development of products and services including Bushfire Prone Area (BPA), Vegetation Hazard Class (VHC) and Vegetation Structural State (VSS) mapping and land use planning functions.

These services are required to support fluctuations in service delivery requirements beyond capacity of the BRC unit, ensuring time critical program delivery including provision of up-to-date and accurate bushfire hazard mapping.

BRC unit is seeking to engage consultants to undertake four key projects:

•VHC mapping for the Far-North Queensland and Cape York Planning Regions (pending sufficient budget), and Land Use Planning studies for the Western Downs Bushfire Risk and Resilience Strategy Project.

•VHC, VSS and Vegetation Structure Attribute (VSA) field surveys across key locations in Queensland to support spatial modelling of vegetation parameters used as inputs to BPA mapping.

• Development of a long term, evidence-based spatial methodology to identify bushfire risk. The model will apply key hazard and risk considerations (i.e. vegetation structure and landform, through existing hazard mapping products) as well as the development of risk inputs to develop a bushfire risk model; and

•Develop a long term, evidence-based bushfire management strategy for the Western Downs Regional Council (WDRC) through the application of forward-looking bushfire hazard and community risk profiles to achieve critical community safety and resilience outcomes.
