Whitsunday Regional Council (Principal) is seeking a suitably experienced, qualified and appropriately licensed Contractor to construct the first stage of the Mullers Lagoon Masterplan footpath network (Works) at Mullers Lagoon, The Soldiers Road, Bowen (Site).

The Works comprise of the construction of the marked footpath alignment shown on the tender drawings (Appendix A), generally following the lagoon perimeter and island loop. The primary path is to be a 2.5 m wide cycle/pedestrian concrete path. Tenderers must verify the alignment, dimensions, levels, interfaces and quantities before pricing and construction.

The two existing Fiber-Reinforced Polymer (FRP) bridges identified on the Appendix A are to remain. No work to the bridge structures or bridge decks is included, except for neat pathway tie-ins and making good immediately adjoining the bridge approaches where required.

The footpath is to extend over the existing rock bridge to the south of the site with the path to be widened to the full width of the bridge at this location.

All enquiries must be submitted through the VendorPanel Communications Forum.

A non-mandatory tender site briefing will be held Thursday 10th September 2026 at 10.00am meeting in the vicinity of the playground on site. Please register your intention to attend by emailing contracts@whitsundayrc.qld.gov.au by close of business Tuesday 8th September 2026.

1. The Contractor is responsible for undertaking all necessary site measurements and investigations to determine the required quantities. All dimensions and quantities are to be verified by the Contractor prior to pricing and construction.

2. Yes. Please include the supply of all concrete materials within the pricing schedule.

3. Council will not be providing detailed concrete quantities or specifications. The Contractor is required to undertake their own investigations and determine the required concrete specifications and quantities as part of their tender submission.

4. The architectural requirements for the concrete bench seats are provided in Appendix A and Appendix B of the tender documentation.

Question:
Following our review of the tender documentation, the project includes a relatively high level of specification, surveying, quality assurance, testing and compliance requirements for the nature of the works.

Could Council please confirm:

1. That preliminary project costings have been completed based on the full documented scope and compliance requirements, and that sufficient budget has been allocated to deliver the project as currently specified.

2. That tenders will be assessed and awarded in accordance with the published weighted evaluation criteria.

3. If conforming tender prices exceed the available project budget, whether Council intends to review the scope or specification, reduce the extent of the works, or undertake a value-management process.

This clarification will assist us in determining the appropriate level of resources and pricing required for a fully conforming submission.

the footpath layout plan that has been issued is indicated as being Not To Scale and there are also no quantities on the pricing schedule that has been issued.

Can Council please provide the following:

Layout drawings to scale of the footpath and also for the irrigation layout

Quantities of all elements in the pricing schedule

All measurements necessary for the Works remain the responsibility of the Contractor, in accordance with the Specification. The Principal has supplied all available irrigation documentation, included within the Appendix.
