The Whitsunday Region is a local government area located in North Queensland, Australia. Established in 2008, it was preceded by two previous local government areas with a history extending back to the establishment of regional local government in Queensland in 1879.

Council seeks to engage a suitably experienced operator to deliver a high-quality, commercially sustainable café and food and beverage service at the Shute Harbour Marine Terminal.

The Specification outlines the requirements for the operation of the café and associated food and beverage services, supporting the Marine Terminal’s role as a key tourism and transport gateway and enhancing the experience of visitors, travellers and the local community.

The café services a diverse customer base including ferry passengers, cruise ship visitors, tourism operators, Terminal tenants and staff, visitors and the general public.

The successful Tenderer will be required to enter into the Licence Agreement provided as part of this Request for Tender. In the event of any inconsistency between this Specification and the Licence Agreement, the Licence Agreement prevails.

A Tender Briefing will be held 10.00am,Monday 9th November 2026, meeting at Shute Harbour Marine Terminal, Lot 296 Whitsunday Drive, Shutehaven Qld 4802.
