Tamworth Regional Council is seeking quotes from suitably qualified suppliers for the provision and delivery of swimming pool chemicals to six public aquatic facilities located across the region. These facilities are situated in Barraba, Kootingal, Manilla, Nundle, South Tamworth, and Tamworth City. The contract will commence in September 2025 and run for a period of 12 months, covering the full 2025–2026 pool season.

The scope of supply includes bulk deliveries of non-fuming hydrochloric acid and sodium hypochlorite, as well as palletised deliveries of calcium hypochlorite, sodium bicarbonate, cyanuric acid, and calcium chloride. Chemicals must meet specified quality standards, including minimum available chlorine percentages and concentration levels. Suppliers will be required to provide current Safety Data Sheets (SDS), chemical signage, and compliance advice, along with optional services such as emergency pump-outs and servicing of dosing equipment.

Due to limited on-site storage and restricted access (including lack of forklift access at most sites), deliveries will need to be staged throughout the season. Bulk chemicals must be delivered directly into storage tanks, with a minimum order of 1,000 litres. Packaged chemicals must be delivered into designated storage areas, with a minimum order of one pallet. All deliveries must be made within 14 days of receiving a purchase order, and suppliers must provide at least 24 hours’ notice prior to arriving on site.

Tamworth Regional Council aims to secure a reliable and compliant chemical supply service that ensures uninterrupted operation across six public aquatic facilities. The desired outcome is a streamlined, safe, and cost-effective delivery of pool treatment chemicals in both bulk and palletised formats, tailored to each site’s infrastructure and handling capacity.

All chemicals must meet specified concentrations and purity standards, with packaging that is robust, clearly labelled, and compliant with the Globally Harmonized System (GHS). A minimum 12-month warranty on chemical quality and packaging integrity is required, and any damaged or non-compliant goods must be replaced at no cost to Council.

The contractor must also comply with all relevant legislation, including the Work Health and Safety Act 2011 (NSW), the Australian Dangerous Goods (ADG) Code, and EPA guidelines. Safety Data Sheets (SDS) must be provided for each chemical upon delivery, and all transport and handling procedures must meet regulatory standards.

Service Level Agreements (SLAs) include providing a minimum of 24 hours’ notice prior to delivery, completing deliveries within 14 calendar days of purchase order issuance, ensuring 100% accuracy in chemical specifications and quantities, and coordinating unloading into designated storage areas in line with site-specific safety protocols.

We can certainly supply the required products; however, we seek clarification regarding the delivery expectations. If supply is to be fulfilled from outside a local servicing branch, all deliveries would be managed via a third-party courier.

Could you please confirm if this arrangement would be acceptable to Council?

Confirming that 25kg bag is the preferred sizing for Cyanuric Acid. Any mention to 10kg buckets of Cyanuric Acid in the supplied documents is a mistake.

Good morning,

No, Council does not have centralised storage for delivery.

The minimum order amount for bulk chemical liquid is 1000 liters per delivery. The minimum order amount for buckets, drums and bags will be one pallet per delivery.

Please see 2024-2025 Approximate Usage table in the Specifications for Service document. It is assumed that similar quantities will be required for 2025-2026.

The Chlorine and Acid can be delivered in 1000 Litre IBC's provided the delivery includes transfer from IBC's to Council's storage tanks. The IBC's will be the responsibility of the supplier to dispose of.
