The Central Victorian Greenhouse Alliance (‘CVGA’), on behalf of its participating member councils (‘Participating Councils’), is seeking Expressions of Interest (‘EOI’) from suitably qualified and experienced parties to supply, install, operate and maintain a regional network of public electric vehicle (‘EV’) charging stations on council land across participating municipalities in central and north-west Victoria.

The purpose of the Expression of Interest (‘EOI’) process is to:

• Identify suitably qualified and experienced Charge Point Operators, and understand their level of interest, capability, and capacity to supply, install, operate and maintain EV charging infrastructure on council land across the region; and

• Inform council planning towards a future limited Request for Tender (RFT).

Question:
The situation with charging changes continuously. If we express interest in a subset of sites, will we only be able to respond to the future limited RFT for those sites? This is also important since fully evaluating a site, especially one for high-power DC usage can take longer than the EOI process.

Shortlisted respondents will not be strictly limited to sites nominated in their EOI submission in a future limited Request for Tender.

We recognise that the EV charging landscape is dynamic, and that site evaluations—particularly for high-powered DC charging—may require detailed analysis beyond the timelines of this Expression of Interest (EOI) process.

The purpose of the EOI process is to identify suitably qualified and experienced Charge Point Operators, understand the level of interest across the proposed and alternative sites, and inform the design of a potential future limited Request for Tender (RFT). Respondents are encouraged to indicate the sites they are currently interested in—based on the information available—as well as nominate any alternative sites within the same activity centres or localities, as outlined in Section 6 of the EOI.

Should CVGA and Participating Councils proceed to conduct a limited RFT, respondents shortlisted through this EOI process will have the opportunity to provide more detailed site assessments and refined proposals during that stage. While the RFT may focus on the sites identified through the EOI, shortlisted respondents will not be restricted to only those sites nominated in their EOI submission—provided that any new proposals remain consistent with the objectives and intent of the EOI and are located within the same participating municipalities.

We welcome Expressions of Interest based on the best information available at this stage.

Question:
Fourteen of the sites in the proposed list have existing chargers located at them, ranging from ancient Delta 25kW unit through to 4 bay twin 150kW ABB sites. Is the intention to set up new charging in competition with these chargers, or to take over the lease and rebuild larger chargers at these sites?

The intention is to increase both the amount and accessibility of charging stations across the region. As such, both options would certainly be considered.

Question:
The list in the EOI came from a larger report that seems to have more information such as diagrams about the sites listed. Is it possible to get access to this report since it might accelerate some of the evaluation processes?

In the absence of this report, are there geospatial layers with the set of sites on them that we could have?

The list of proposed sites in the Expression of Interest (EOI) was developed in consultation with Participating Councils and reflects local priorities confirmed for the current EOI process. Some of these sites were also identified through previous planning work undertaken as part of the Charging the Regions 3 program. However, please note that:

• The site assessments completed under Charging the Regions 3 were not comprehensive and did not cover all sites listed in this EOI.

• A number of sites included in the EOI were not included in the Charging the Regions 3 report, and conversely, not all sites shown in that report are part of this EOI.

• As such there is no complete site data pack, and geospatial data layers for EOI sites are not currently available.

That said, the Charging the Regions 3 Regional EV Charging Framework report is publicly available at www.cvga.org.au/ctr3.html. While it includes maps and indicative charging locations across the region, respondents should refer only to the list of Proposed Sites in Table 2 of the EOI when preparing their submission. The Charging the Regions 3 report may be useful for contextual understanding but should not be relied upon as a definitive list of eligible sites for this process.

To ensure probity and equal access, this information is being made available to all respondents via VendorPanel.

Respondents are encouraged to make use of the information provided in Table 2 of the EOI, and where feasible, undertake their own high-level assessments or desktop analysis to inform their EOI submission. The subsequent Request for Tender stage (if progressed) will provide shortlisted respondents with an opportunity to undertake more detailed site assessments.

Question:
The list of provided sites references multiple sites which have existing chargers installed, some of which have been clearly noted as being owned and operated by a third party, and some of which where ownership of the existing chargers has not been specified.

Is the intent that the ownership of all existing chargers will be transferred in either ownership and operation model (Model A or Model B), or remain as per the pre-existing ownership party? In which case, where ownership and operations are staying as they are currently, is this EOI only for undertaking the design, engineering and construction work required to expand these sites?

Where existing chargers are in place and owned by a Council or Community Group, the relevant party may consider transferring ownership to a CPO as part of a future development or upgrade proposal. Any such transfer would be subject to negotiation and agreement during a subsequent procurement phase.

Respondents are encouraged to outline how they would propose to develop sites with existing infrastructure — whether by upgrading or expanding current assets, replacing them, or installing new chargers alongside them — under Model A and/or Model B.
