Established in 1973, Mount Isa Water Board (MIWB) operates as a commercialised statutory authority under the Water Act 2000 (Qld). At MIWB, our primary responsibility is to provide essential water services to the Mount Isa community and its industries. We are committed to ensuring a reliable and high-quality water supply through the distribution and treatment of bulk water from Lake Moondarra and Lake Julius.

MIWB constructs, operates, and maintains the bulk water transport and treatment infrastructure that transports bulk water from storages at Lake Moondarra and Lake Julius

in accordance with term contracts with three major customers:

• Mount Isa City Council which reticulates potable water to approximately 20,000 people

• Mount Isa Mines Ltd a Glencore company, which uses non-potable water in extraction, concentration and smelting processes.

• Incitec Pivot Ltd which uses non-potable water for manufacturing acid.

In addition to providing bulk water transport and treatment services, we also provide high voltage electricity infrastructure services to the North West Queensland Water Pipeline Pty Ltd (NWQWP), a subsidiary of SunWater Limited. This role highlights the strategic role MIWB plays in driving growth in North West Queensland.

MIWB is also proudly the Trustee of Mount Isa’s largest water catchment and recreation reserve, the R48 Reserve. The R48 Reserve is situated around Lake Moondarra, which provides a sanctuary for wildlife and popular leisure areas. We maintain recreational facilities including picnic and play areas and water sports facilities which are enjoyed by thousands of people each year, including residents and visitors to the region.

Mount Isa Water Board (MIWB) invites suitably qualified and experienced contractors to submit a tender for the design and construction of the Warrina Park Upgrade at Lake Moondarra, Mount Isa, Queensland.

The project involves the renewal and upgrade of public recreational infrastructure within the Warrina Park precinct, including civil, structural, landscaping, electrical, hydraulic and associated infrastructure works. The successful contractor will be responsible for completing the Works in accordance with the Scope of Works, design requirements and contract documentation.

The procurement is being undertaken as a Design and Construct contract. Tenderers must demonstrate experience delivering projects of a similar scope and complexity, including public infrastructure, recreational facilities, parks, community infrastructure and associated civil works.

The site is located at Warrina Park, Lake Moondarra, Mount Isa, Queensland. Construction is anticipated to commence following contract award, with completion required in accordance with the tendered programme and contract requirements.

Warrina Park is a key recreational and community facility located within the Lake Moondarra precinct in Mount Isa, Queensland. The project forms part of MIWB’s ongoing asset renewal and improvement program and seeks to enhance the functionality, safety, accessibility and long-term sustainability of the facility for the local community and visitors.

Tenderers should familiarise themselves with the project site, surrounding environment and operational constraints described in the tender documentation. The Works will be undertaken within an active public recreation area and may require management of public access, stakeholder interfaces, environmental considerations and ongoing site operations during construction.

The successful Contractor will be required to undertake the Works in accordance with the Scope of Works, design requirements, applicable legislation, Australian Standards, relevant approvals and the Contract. High-quality workmanship, materials and finishes that minimise whole-of-life maintenance requirements.

Innovative and practical construction solutions that improve durability, safety and operational efficiency.

Effective management of construction activities to minimise disruption to the public and surrounding operations.

Strong environmental management practices, including erosion and sediment control, waste minimisation and protection of the surrounding environment.

Incorporation of sustainable materials and construction practices where appropriate and economically viable.

Engagement of local and regional suppliers, subcontractors and workforce opportunities where practicable.

Achievement of project milestones and Practical Completion within the required timeframe.

The successful Contractor will be required to:

Comply with all applicable legislative, regulatory and contractual requirements.

Provide all required inspections, testing, certifications and approvals associated with the Works.

Provide as-constructed documentation, operation and maintenance information, warranties and handover documentation as specified in the Contract and Scope of Works.

Rectify defects identified during the Defects Liability Period in accordance with the Contract.

Maintain appropriate insurances, licences and qualifications throughout the Contract term.

Tenderers are encouraged to identify any additional value-add initiatives, innovations, sustainability outcomes, community benefits or efficiencies that may enhance the overall project outcome and deliver additional value to MIWB.

is it possible to nominate a project Budget for these works, this will enable tenderers to look at levels of embellishments and quality of infrastructure

MIWB has an available works funding envelope of up to $3.6m excluding GST, with the balance of the approved project budget retained by MIWB for contingency, project management and principal-side cost.

MIWB is not obliged to expend the full funding envelope and will assess offers having regard to value for money, scope delivered, quality, durability, safety, whole-of-life costs, delivery risk, local participation and the published evaluation criteria.

Tenderers should clearly identify assumptions, exclusions, optional items, separable portions and value-management opportunities.
