What the buyer is requesting
Details
The provision of an external procurement facilitator to manage the freight tender process, coordinate evaluations, and support the organisation through to contract execution for Community Enterprise Queensland (CEQ).
The tender facilitator will lead the preparation and initiation of a comprehensive road freight tender that clearly defines service expectations, embeds measurable KPIs and establishes a framework capable of adapting as our logistics needs evolve. This work will strengthen the efficiency, resilience and long-term performance of our freight operations, supporting the organisation’s broader focus on operational optimisation.
Our road freight network includes Cape store deliveries from Cairns to Doomadgee, Kowanyama, Pormpuraaw, Wujal Wujal and Lucinda. The network also includes local Cairns freight movements and the Brisbane to Cairns linehaul component, which may be tendered as a separate package depending on market response and operational requirements.

Question
:
Hi Team
Can you please clarify the below points:
1. Does CEQ want the freight tender to cover all lanes in one package, or should Brisbane–Cairns linehaul be separated from the remote and local freight lanes?
2. What existing freight data does CEQ have by lane, including volumes, pallet counts, frequency, delivery windows, claims history, and seasonality impacts?
3. What are the non-negotiable service requirements for remote stores, and which routes or service levels are most critical to protect during wet season disruption?
4. Are there preferred carriers, incumbent performance issues, or commercial constraints CEQ wants considered in the market strategy?
5. Is CEQ expecting the facilitator to include Indigenous development and local benefits measures in the tender design, and if so what targets or reporting expectations will apply?
6. Does CEQ want the facilitator to simply structure the tender and evaluation using the freight data it provides, or is CEQ expecting the facilitator to also complete deeper route/network analysis and specifications development as part of the scope?
7. Does CEQ want the facilitator to develop a full contract draft, or only prepare tender documentation and support negotiations?
8. Does CEQ have existing procurement templates (aligned to QPP 2026) or is the successful bidder expected to provide up-to-date templates?
9. What internal CEQ resources will be available for evaluation, governance approvals, and contract finalisation?
10. Please confirm whether CEQ is open to remote and flexible delivery arrangements for this engagement.
Thanks in advance

:
Afternoon,
1. Does CEQ want the freight tender to cover all lanes in one package, or should Brisbane–Cairns linehaul be separated from the remote and local freight lanes?
CEQ requires all lanes to be included within the same overall tender, but the Brisbane–Cairns linehaul, Cairns local and the remote/local freight lanes are operationally very different. CEQ expects the consultant to structure the tender so that suppliers can bid separately for each area, with the likelihood of different providers servicing each lane group.
2. What existing freight data does CEQ have by lane, including volumes, pallet counts, frequency, delivery windows, claims history, and seasonality impacts?
CEQ will internally collect and consolidate all relevant freight data. This will include frequency, volume, seasonal impacts, and other operational details, which will be provided to the consultant during the tender-writing phase.
3. What are the non-negotiable service requirements for remote stores, and which routes or service levels are most critical to protect during wet season disruption?
CEQ has critical service expectations for remote and isolated communities, particularly during the wet season and supply chain disruptions. These include:
• minimum delivery frequency
• continuity of essential goods
• contingency planning for weather-affected routes
The consultant is expected to work with CEQ stakeholders to refine and document these requirements as part of the tender design. CEQ is not prescribing detailed service levels at this stage.
4. Are there preferred carriers, incumbent performance issues, or commercial constraints CEQ wants considered in the market strategy?
CEQ does not have predetermined carrier preferences. The consultant will be expected to:
• review incumbent performance
• assess market capability
• identify commercial risks or constraints
• recommend an appropriate market engagement strategy through Vendor Panel
Any relevant background information will be provided during the road freight tender.
5. Is CEQ expecting the facilitator to include Indigenous development and local benefits measures in the tender design, and if so what targets or reporting expectations will apply?
Indigenous participation and employment requirements will be addressed through CEQ’s standard procurement questions. The consultant is expected to ensure these elements are appropriately incorporated into the tender in line with CEQ and QPP obligations.
6. Does CEQ want the facilitator to simply structure the tender and evaluation using the freight data it provides, or is CEQ expecting the facilitator to also complete deeper route/network analysis and specifications development as part of the scope?
CEQ expects the consultant to:
• use CEQ’s existing data, and
• undertake additional analysis where required to produce a robust tender package
The scope is not limited to simply formatting CEQ’s data into a tender.
7. Does CEQ want the facilitator to develop a full contract draft, or only prepare tender documentation and support negotiations?
The external facilitator will be engaged to prepare all documentation, ensuring a robust tender package tailored to CEQ operations, including the final contract negotiations.
8. Does CEQ have existing procurement templates (aligned to QPP 2026) or is the successful bidder expected to provide up-to-date templates?
CEQ has an existing procurement evaluation template aligned to QPP requirements. The consultant may propose improvements or provide specialist schedules (e.g., technical specifications).
9. What internal CEQ resources will be available for evaluation, governance approvals, and contract finalisation?
CEQ will provide:
• a project sponsor
• subject matter experts from operations and logistics
• governance and evaluation panel members
The consultant is expected to facilitate but not replace CEQ’s internal governance processes.
10. Please confirm whether CEQ is open to remote and flexible delivery arrangements for this engagement.
Yes, CEQ is open to remote and flexible delivery arrangements for this consulting engagement. This question relates only to the consultancy tender, not the future road freight tender.

Question
:
Hi Team
Further to the below questions, can you also advise:
11. Does CEQ have current baseline DIFOT and claims data by lane, or should the consultant develop KPI benchmarks and measures from the data provided?
12. Does CEQ already have an existing Chain of Responsibility framework and tender wording, or is the consultant expected to build this into the documentation from first principles?
13. Has CEQ settled the preferred commercial model for rates, fuel levy, and surcharges, or should the consultant develop and recommend this as part of the facilitation?
14. Can CEQ confirm the board/governance meeting dates between August and December so the project plan can be aligned to approval timing and contract commencement?
Answered on 26/May/2026 05:16 PM
:
Hi Ben see the responses;
11. Does CEQ have current baseline DIFOT and claims data by lane, or should the consultant develop KPI benchmarks and measures from the data provided?
CEQ has on-time delivery and claims/damages information by lane, along with expected KPIs. This data is not yet consolidated, and the consultant will be required to use the information provided to develop KPI benchmarks, refine performance measures and ensure enforceable KPI requirements are built into the tender documentation.
12. Does CEQ already have an existing Chain of Responsibility framework and tender wording, or is the consultant expected to build this into the documentation from first principles?
CEQ has internal CoR obligations and operational practices in place (as the sender) but does not have a formal tender-ready CoR framework. The consultant will be required to translate CEQ’s existing practices into a complete CoR section for the freight tender, including carrier obligations, compliance wording and evidence requirements.
13. Has CEQ settled the preferred commercial model for rates, fuel levy, and surcharges, or should the consultant develop and recommend this as part of the facilitation?
CEQ has base information on current rates, fuel levy arrangements and surcharges. CEQ has not finalised a preferred commercial model. The consultant is expected to review CEQ’s current pricing, assess commercial model options and develop the pricing structure and templates that carriers will complete as part of the freight tender.
14. Can CEQ confirm the board/governance meeting dates between August and December so the project plan can be aligned to approval timing and contract commencement?
CEQ holds board meetings each quarter, including one in September and one in December. However, out-of-session approvals can also be sought if required.
