The City of Townsville is an Australian local government area (LGA) located in North Queensland, Australia. It encompasses the city of Townsville, together with the surrounding rural areas, to the south are the communities of Alligator Creek, Woodstock and Reid River, and to the north are Northern Beaches and Paluma, and also included is Magnetic Island. Townsville is considered to be the capital of North Queensland.

Townsville City Council requires a vendor led solution under Stream B of the Enviromon Replacement project. The solution must replace the operational capability currently provided by Enviromon and TARDIS for the receipt, processing, storage, visualisation, alerting, reporting and onward distribution of flood warning observation data.

Council currently relies on ALERT rainfall and water level gauge data to support disaster management, flood modelling, situational awareness and operational decision making across the Townsville Local Government Area. The Bureau of Meteorology has advised that support for Enviromon will cease in October 2026, and TARDIS is expected to reach end of support in 2027. The replacement solution must therefore provide a sustainable, secure and future ready capability that supports continuity of Council’s flood warning data operations before legacy support risks become unacceptable.

The Supplier must provide a commercially available, configurable cloud SaaS solution and associated implementation services. The Supplier must not propose a tactical in house build as the primary solution. The intent of this Scope is to obtain a mature, supportable and secure platform that can be implemented, tested, transitioned into operation and supported under agreed service levels.

The purpose of the Goods and Services provided under this Scope is to enable Council to maintain reliable, timely and secure access to rainfall, water level and related flood warning observation data for disaster management, flood modelling, operational planning, gauge network monitoring and community safety purposes.

The solution must be fit for use during severe weather and flood events, including periods of high operational demand, after hours monitoring and time critical decision making. It must support current ALERT1 data needs and provide a pathway for ALERT2, HFEM and other modern data feeds, while maintaining Council ownership and control of Council data.
