Question
:
Good afternoon,
Under the capability and capacity evaluation criteria, there is a requirement that the supplier have a 'public research institution affiliation'. Given this work scope is development of an investment/initiative prioritisation framework, with an ability to design practical implementation of the framework, rather than a specialised disaster management research piece, can you please provide the rationale for requiring affiliation with a research institution.
Answered on 05/Jun/2026 03:16 PM
:
Thank you for your query regarding the eligibility requirements outlined in Section 6: Evaluation Criteria (Capability and Capacity), specifically regarding Public Research Institution Affiliation. This criterion is only one of several evaluation criteria, and it is not a mandatory gate for participation.
One of the objectives of the broader program that this project is part of seeks to establish better linkages with public research institutions such as universities for research projects.
Your response will be assessed holistically against all evaluation criteria, and Section 6 is not the most heavily weighted criterion in the overall assessment. We encourage you to submit a response if you believe your organisation demonstrates strong capability and capacity in other areas relevant to the scope of work.
We hope this provides the necessary clarification, but if you have further questions or need additional guidance, please don’t hesitate to reach out.

Question
:
Please could you indicate the available budget range for this work to help with the scoping, resourcing and level of methodological depth?
Answered on 23/Jun/2026 03:04 PM
:
Due to probity requirements, we are unable to provide details of the allocated budget for this project, including an indicative range. This ensures a fair and competitive procurement process, allowing suppliers to propose solutions based on the scope of work rather than being influenced by a disclosed budget amount.

Question
:
Thanks for the opportunity. The RFQ document states that it, "... IS CONFIDENTIAL AND MUST NOT BE DISTRIBUTED OR DISCLOSED TO ANY PARTIES WITHOUT THE PERMISSION OF THE CUSTOMER. DISTRIBUTION OF THIS DOCUMENT IS A BREACH OF THE CONDITIONS OF OFFER."
Does this mean that the RFQ document must not be emailed without prior approval to a person who is going to be a co-researcher in the project?
Answered on 23/Jun/2026 03:24 PM
:
The confidentiality clause in the RFQ document specifies that it must not be distributed or disclosed to any parties without the explicit permission of the customer. This includes sharing the document via email or any other means with individuals, such as co-researchers, who are not directly authorised by the customer.
If you wish to share the RFQ document with a co-researcher or any other party involved in the project, you must first seek and obtain written approval from the customer. This ensures compliance with the conditions of the offer and avoids any potential breach of confidentiality.
If you have further questions or require clarification, please don’t hesitate to reach out.
