The purpose of this Invitation to Offer (ITO) is to establish an Information Communication Technology (ICT) Standing Offer Arrangement (SOA) with pre-qualified Suppliers for the provision of fit-for-purpose Vehicle Telematics Services.



The estimated commencement date for the established ICT SOA is 01 December 2025.

Details
QFleet, a commercialised business unit of the Department of Housing and Public Works (DHPW), sources vehicles from a range of private sector providers and provides lease arrangements to QLD Government Departments, statutory bodies and State-owned companies for their service delivery and/ or business needs.

Suppliers will be required to provide professional products and services on end-to-end telematics adoption projects for statewide eligible Queensland (QLD) Government customers.

Question:
We understand there is ~10,000 vehicles in this oportunity.

Please advise the share of vehicle types.

EG - 50% passenger car, 20% light commercial vehicles, 20 % Trucks and 10% buses.

The vehicle types and volumes will be determined / confirmed by the Eligible Customers (departments/ agencies) who utilise the SOA to directly engage Suppliers to provide their Telematics products and / or services.

Hello,

I hope this email finds you well.

In reviewing the ITO documentation, I noted the requirements for Professional Indemnity Insurance. At present, our company does not hold these specific policies; however, we confirm that should the outcome of this ITO be successful for our business, we will ensure this policy is in place prior to the commencement of the contract.

Could you please advise how you would like us to respond to 'Schedule A - Question 2.23 - Insurance' - given our current position? For example, should we note our commitment to obtaining the required insurances prior to project commencement, or would you prefer us to respond differently?

The required insurance policies mentioned in the ITO are mandatory.

Section 1, Subsection 1.5.2 h) of the ITO states " compliance with, or willingness to comply with, the insurance and liability requirements (as specified in Schedule A- Supplier Response Schedule 2.2.3)."

Suppliers will need to either provide evidence of existing insurance and liability policies or document their intention to obtain said insurance / liability policies, within a specified/ agreed timeframe, if their offers prove otherwise successful.

If the is a MUST for a particular Business Requirement that cannot be met by our solution offering, would the total submission not be evaluated?

The Requirements categorised as "MUST" have been deemed as mandatory requirements for this product/ service. As such, any offering unable to meet these mandatory requirements will need to be deemed unsuitable for this purpose at this time.

3. Given that the question period ends on September 29th and the responses to those questions and any possible revisions to the requirements will have a direct impact on the bidder’s responses, we respectfully request a 1 week extension to the submission date from October 10th to October 17th.
