Can the Principal/Designer please confirm the basis used for the BOQ earthworks quantities?
Specifically, are the quantities based on:
• excavation/subgrade levels; or

Council doesn't have any further information other than what’s in the detail design. We can only go by what the designers have mentioned in each section for plinths. They give you the width, depth and also concrete rating and mesh sizes.

1. Please confirm whether the 10% construction contingency and 20% contingency for variation are to be included in the tendered lump sum or treated as Council-held contingency amounts only used if directed and approved under the Contract.
2. Please confirm the required level of service, inspection frequency, reporting, weed control, plant replacement and rectification obligations during the 36-month maintenance period.
3. Please confirm the required maintenance activities, attendance frequency and sign-off requirements during the 12-week establishment period.
4. Please clarify what is required from the Contractor under Item 1.1.7 of the Bill of Quantities: Design Team Construction Supervision and Hold Point Sign-off.
5. There is a discrepancy between tolerances for the projects. Document VP506342_Appendix_1-Specification notes +-50mm for earthworks and +-25mm for hydraulic structures. In comparison to Construction Plan General earthworks +-10mm and Hydraulic Structures +- 10mm, can you please confirm correct tolerances for this project?
6. Can you please confirm estimated time of contract award. We would like to program works to avoid wet season as requested

Requirements during the 36 week maintenance are to conduct one inspection / maintenance run per month which includes watering, weed control, plant replacement, any rectification works required, the site needs to have a 90% plant survival and be 95% weed free. Contractor is to notify of inspection date for sign off.
3. Requirements for the 12 week maintenance period are to conduct weekly inspections which includes watering, weed control and any rectification works required. Contractor is to notify of inspection date for sign off.
4. At hold points, Council will arrange for the design consultant to inspect the section of works for sign off . The contractor will notify Council with a possible time and date a hold point is reached to allow consultant to carry out inspection.
5. Correct tolerances are Construction Plan General earthworks +-10mm and Hydraulic Structures +- 10mm.
6. Estimated contract commencement will now be Monday 10 August 2026.

1. As detailed on the project drawings, a 300mm depth non-dispersive imported clay is to be placed at the inlet pond and outlet pool. Apart from being non-dispersive clay, can council clarify if there are any testing or reports required for this material? Can council also clarify if there are any compaction requirements to be met?
2. The project specification and clarifications provided specify a +-10mm tolerance to Earthworks. Can council please clarify if there are any specific requirements for the survey as-built report to be provided?
3. As responded in the clarification, Council will arrange for the design consultant to inspect the section of works for sign off. Can Council clarify if these inspections are to be paid by the contractor? If yes, can Council please provide the rates to be used for item 1.1.7 of the Bill of Quantities.

1. Clay liners in the sediment pond (inlet pond) and the outlet pond should be constructed as per the call out note and to the same specification as the clay core within the Bunds. Refer to section 3.3 of the Project Specification and below:
i. Any bunds constructed in fill must be constructed with a clay core with a minimum hydraulic conductivity of 1.0 x 10-9 and minimum 95% standard compaction. The bund must be constructed with Level 1 supervision and signed-off by a suitably qualified geotechnical engineer (RPEQ).
2. a. Refer IFC drawing C1001 under As Constructed Information which specifies the minimum level of detail required for survey. In particular, note one (below) states that the level of detail should allow assessment against the proposed design intent, therefore survey detail level should reflect the design detail level. The survey should be able to produce a DEM of 0.1m contours.
i. AS CONSTRUCTED INFORMATION IS TO REFLECT THE ACTUAL CONSTRUCTION AND IS TO BE ENDORSED BY A LICENSED SURVEYOR – THE SURVEY POINTS AND LEVELS SHALL BE TAKEN AT LEAST THE SAME POINTS/LEVELS LOCATIONS SHOWN ON CONSTRUCTION DRAWINGS AND ANY OTHER RELEVANT POINTS TO ALLOW ASSESSMENT AGAINST THE PROPOSED DESING INTENT.
b. Refer Project Specification section 6.3 for as constructed drawings certification and submission requirements

2. Landscape drawing LCD-31 do not show mulch and coir above imported top soil.
3. If drawing is correct, is there any consideration for unprotected soil in submerged zones and potentially washing into maintenance pad?

1. Mulch specification is as per landscape drawing LCD-36, 75-100mm min depth of aged organic mulch. ( HWD chip not accepted). Extent is from top of bank to water line.
2. Mulch and coir on imported soil and also to water line.
3. Drawing is correct, no protection in submerged zones.

Please clarify what is required from the Contractor on the item 1.1.8 of the Bill of Quantities: Management of Contaminated Soils (Provisional)? We could not locate any information in the tender documentation.

This cost would be if any contaminated soil is found, we need the cost per m3 meter to dispose of at an approve site.
