Details
The Queensland Government through its Department of State Development, Infrastructure and Planning (the department) is seeking a suitably experienced supplier to deliver a Software as a Service (SaaS) solution which meets the ITO Schedule B – Specifications and the ITO Attachment 1 – Requirements for the development and delivery of a Regional Zoning Scenario Model (RZSM). The RZSM will utilise input planning data at a property level from local governments to reflect current state and explore the impact of proposed changes in land use (zoning) policy (scenarios) on supply capacity for housing and employment across South East Queensland (SEQ). The RZSM delivered through the Growth Monitoring Unit (GMU) of the Regional and Spatial Planning (RSP) division within the Planning Group in the department and will assist in the implementation and monitoring of planning policy on land for housing and employment as part of the governments ShapingSEQ 2023 strategic plan.

Dear Valerie,

We are currently preparing a response in relation to the Regional Zoning Scenario Model ITO.

Regarding RTM Mandatory Requirement 79, We do not currently hold ISO/IEC 27001 certification. However, we maintain the following cybersecurity credentials:

• CyberEssentialsPlus certification;

• An in-house Security Operations Centre (SOC); and

• Our data centres are hosted and managed by a third party with ISO/IEC 27001 certification.

Could you please confirm whether these controls and certifications would be considered sufficient to meet the requirements of Mandatory Requirement 79, or if additional measures or certifications would be necessary to achieve compliance?

1. Section 4.2.1 describes the expected modelling capability.

a. Is the detailed method and logic of the model expected to be proposed by the Supplier, co-developed with the Supplier or does the Department come with a preferred detailed definition of the method to be implemented?

b. Could the relationship between the Regional Zoning Scenario Model and MULTI be explained in more detail?

c. Could a more detailed breakdown of the expected Regional Zoning Scenario Model inputs be provided? E.g. what is the expected column data to be included in the parcel, zoning and planned densities tables described in section 4.3.2?

2. Section 4.3.3 mentions beta pilot releases for LGAs.


a.What level of stakeholder engagement is expected from the Supplier with these LGAs?

b.Is the Supplier expected to conduct any other stakeholder engagement during this project, e.g. with other state government agencies?

3. Requirement FR3.5, FR3.6 and FR3.7 says that a study area may consist of one or more parcels. What is the envisioned upper limit of a study area? How many parcels or how large areas?

Given the first UAT period is 12 weeks from kick off will the scope of the first UAT period be to convince stakeholders of the platforms strategic and operational use case or to help provide feedback on the tool's functional performance. Additionally, does Government think that the policy data will be ready by this milestone.

Hi

1. Given the focus is on ultimate land supply capacity, please confirm if modelling the expected timing of developments as per the MGR would still be desired?

2. Addendum No.01- question 3 suggested Building Footprint data can be provided. Please confirm if this dataset has complete coverage across the region and if building height values or any other attribute data is included?

3. Could the expectations around 3D capabilities be clarified in more detail? E.g. what specific data or aspects of the planning policy is expected to be rendered in 3D?

4. Could all the factors (e.g. listed overlays) considered by the Department when producing ‘developable area’ for parcels be detailed? This would clarify what additional constraints we may need to consider in our scenario model.
