2027 Road Asset Management Contract (Metropolitan and South Coast Regions):
Notification - Release of Network Condition Data
The Department of Transport and Main Roads (TMR) invites organisations interested in delivering critical network wide asset management and maintenance services, to register their interest for the early release of network condition data, for the upcoming 2027 Road Asset Management Contracts (RAMC) for the Metropolitan and South Coast Regions.
These contracts deliver critical asset management and maintenance services for the Southeast Queensland State-Controlled Road network and includes:
• Routine Maintenance Work,
• Programmed Maintenance Work,
• Rehabilitation Work,
• Minor Improvement Work,
• Asset Management Services,
• Design Services, and
• Pre-construction Testing.
Key procurement details / milestones:
• Release of network condition data: mid-March 2026
• Tender release: Expected mid-April 2026 (post Easter)
• Contract award: Early 2027
• Transition-in period: April to June 2027
• Commencement: new contracts to be fully operational from 1 July 2027
• Procurement methodology: Single stage procurement with non-price and price selection criteria
• Minimum prequalification requirements: R2 and B1 (Major), A2 (Minor), F75 (Financial), and desired design prequalification levels HE1, HD1, TE1, GE1, BD1, CE1, ES1, FC1, and DAI1.
Tenderers who wish to access the network condition data must register their interest by notifying infrastructureproc@tmr.qld.gov.au and submit the duly completed documentation included with this notice before 10am AEST on 11 March 2026:
• A completed Deed of Confidentiality,
• Completed licence agreements for DVR Viewer and ChartView software,
• A clear indication of which region’s information is required (Metropolitan and/or South Coast Regions), and
• The completed registration page from the attached document titled “2027 Metropolitan and South Coast RAMC Tender - Licensing Requirements for Release of DVR and ChartView Data”.

For further details on the licensing requirements, including the mandatory registration details and the process for accessing and using the TMR ChartView and DVR Viewer software, please refer to the attached document titled “2027 Metropolitan and South Coast RAMC Tender - Licensing Requirements for ChartView, DVR Viewer, and GPS Tripmeter Software.”

Important notes for Tenderers:
1. Access to network condition data
Please note that the inability to access, failure to request access, or late access to the network condition data prior to tender submission will not be considered a valid basis for requesting an extension to the tender submission deadline.
2. Data Access After Tender Release
The network condition data will remain available to any interested party that meets the prequalification requirements and submits the duly completed documentation, even after the tender is formally released and up to the tender submission date. However, tenderers are advised that delays in accessing the data may impact their ability to prepare a comprehensive, informed and competitive tender submission.
3. Process for Late Requests for Data Access
Tenderers that miss the cut-off time and date (10am AEST, 11 March 2026) for this release of Network Condition Data, may experience up to a 1-week administrative delay in obtaining access. During this time, TMR will review the late submission and, if approved, will endeavour to organise a subsequent release of the data to the requesting party promptly.
4. GPS Tripmeter Software
If a tenderer requires access to the GPS Tripmeter software, they must acknowledge the agreement via email. Please note that GPS Tripmeter software is only available for external parties with Android devices. Due to licensing restrictions, the software cannot be installed on iOS devices that are not part of TMR’s IT network.
