Details
Suppliers are invited by the Customer to submit an offer for Invitation to Offer No. RSHQ.2026.229 for the provision of People Program – Cultural Reform and Capability Uplift as specified in Part B – Contract Details document.
The scope of the potential Contract will cover the following requirements (see Part B: Contract Details, Schedule 1 Requirements for full details):
Resources Safety and Health Queensland (RSHQ) is seeking an experienced service provider to support the agency in responding to recommendations arising from the 2025 Review of the Queensland Resources Safety and Health Regulatory Model and to accelerate delivery of key initiatives under its Strategic Plan 2025–2029.
Central to this work is the development and implementation of programs of work to support RSHQ’s People Program, a strategic initiative focused on strengthening organisational culture, leadership capability, workforce performance, and employee lifecycle practices. RSHQ requires a provider to supply a Program Manager and a suitably qualified team to lead, manage, and deliver multiple interrelated projects within a compressed period of approximately 12–18 month (with priority initiatives delivered in 2026).
Background information / Compatibility requirements
Details
Resources Safety and Health Queensland (RSHQ)?is?seeking quotes from suitably qualified and experienced service providers to provide support to RSHQ.
The Minister for Natural Resources and Mines commissioned a review into Queensland’s resources safety and health regulatory model in early 2025. The Review was conducted and a report was released in October 2025. The report makes a series of recommendations to the RSHQ CEO.
Prior to the announcement of the Review, RSHQ had finalised its Strategic Plan 2025-2029. Many of the matters identified in the Strategic Plan have been subsumed within recommendations that have been made to the RSHQ CEO. This has resulted in a need for RSHQ to expedite delivery of aspects of the Strategic Plan from delivery over a 5-year period to delivery over a 12-18 month period.
The?People Program?is a pillar of?the?RSHQ Strategic Plan, with the?objective?that RSHQ will be widely recognised as an employer with an empowered,?engaged?and valued workforce.
The goal?is to?foster a culture of respect,?integrity?and equity; attract,?retain?and develop our responsive,?skilled?and valued workforce;?and to support our people throughout all stages of the RSHQ employee life cycle, with clear capability pathways and sound succession planning.?
This People Program aims to enhance organisational capability, leadership development, and workforce performance by implementing a capability framework, leadership uplift?initiatives,?consistent onboarding?processes?and?targeted?succession planning.??
The successful provider will?be responsible for?managing the People Program and delivering its constituent projects, ensuring alignment with organisational priorities and the Queensland Government Leadership Competencies framework.
Desired Outcomes ('Nice to haves', Conditions & Warranties, SLA's, Project benefits)
Details
Providers are asked to develop a?proposal for delivering the objectives of the People Program that provides a clear scope of work for each of the projects identified in the People Program. The proposal should include information that shows how the supplier will apply its skills, experience and expertise to develop a program of works that will ensure the objectives of the People Program will be achieved. The proposal will identify how each of the component parts of the program will be effectively governed and delivered to a high standard within the required timeframes. Proposals should include mechanisms for effective benchmarking, measurement of outcomes and reporting.
The successful provider (or providers) will be engaged to deliver the work outlined in their proposal, subject to any amendments or changes that are negotiated between RSHQ and the provider. RSHQ may determine it appropriate to engage with multiple providers from the procurement process if it is identified that there may be opportunities for providers to work in conjunction to deliver particular aspects of the People Program.
Proposals should identify appropriate milestones for each of the projects within the People Program with an articulation of what will be delivered at each milestone. Proposals will be assessed and providers will be identified to proceed to the delivery phase.

Question
:
We notice that the requirements specify the supply of a Program Manager and personnel to complete the scope of works (but that multiple providers may be considered for this scope). As a small boutique provider of HR and safety services, we feel we can add value to specific aspects of the project (e.g., the cultural diagnostic stage) so we wish to confirm that we can submit a proposal response based on parts of the Request where we feel we can deliver the most value to RSHQ?

Hi, I believe there may be an attachment missing. Within Part C: ITO Response Schedules, Schedule A, Section 8 Price and payment terms, it states:
"Suppliers are to complete Attachment 1: Pricing Response Schedule to provide details of the offer."
However, I cannot find such an attachment. Would you mind sharing this document?
Thank you.

Question
:
How many people are employed by the RSHQ?
How many are contracted/subcontracted and would they be counted as employees in this plan?
How many employees are Leadership/Management and how many are team members?
What is the rough budget for this?
Thank you.

Question
:
To ensure the proposed methodology and resourcing model are appropriately aligned to the scale and intent of the People Program, the following clarifications are requested:
Workforce Scope
1. What is the current total workforce headcount?
2. How many leaders (Executive, senior leaders and frontline managers) are within scope of the Program?
Priority Initiatives
3. Which initiatives are considered priority for delivery in 2026, and which are anticipated in later phases of the 12–18 month timeframe?
Cultural Findings from the 2025 Review
4. Were specific cultural themes, behavioural risks or capability gaps identified in the 2025 Review that the People Program is expected to address?
5. Is there existing diagnostic, engagement or capability data available that should inform scope and sequencing?
Existing Measurement and Frameworks
6. Are there existing culture, engagement or leadership capability measurement tools currently in use that the Program is expected to integrate with?
7. Is there an established leadership capability or workforce performance framework that will be refined, or is development from first principles anticipated?
Program Governance and Delivery Expectations
8. Does RSHQ have an established PMO or governance structure that the Program will operate within, including reporting cadence and steering arrangements?
9. Is the leadership capability uplift component intended to include both design and direct delivery (e.g. programs, coaching, workshops), or design and implementation planning only?
These clarifications will assist in structuring a proportionate and implementation-ready proposal aligned to RSHQ’s objectives.

Question
:
Within Part C: ITO Response Schedules, Schedule A, Section 3.10 Referees, it requires two “government customers” to which the Supplier has provided services for.
If the Supplier has two private, non-government referees that are highly relevant to this tender (delivery of a similar People Plan framework within the mining and resources industry) would these be considered an acceptable substitute?

Question
:
Good afternoon,
In the supplied tender documentation titled ITO Part B page 14 'Key Deliverables', there is a reference to benchmarking ('Proposals should include mechanisms for effective benchmarking, measurement of outcomes and reporting'). Do you have any particular government or commercial specific benchmarking you want us to baseline from or is it the Program/Project Management inclusive of outcomes and reporting that you want us to benchmarking against?
How many staff are within the RSHQ’s Enterprise Program Management Office (EPMO) and will the successful Supplier be able to draw down on the EPMO's tools and templates?
Who will the successful Supplier's Program Manager directly report to?
Is it acceptable that our RFQ make an assumption that any Client approved travel, accommodation and meal costs incurred by the Supplier as a direct result of executing the agreed scope, will be recovered by the Client (RSHQ) using Queensland Government daily per diem rates?
Thank you.

Question
:
1. Addressing Cultural Issues within RSHQ
Scale of engagement
For the Petroleum and Gas Inspectorate and the Serious Incident Investigation Unit (SIIU), can you provide indicative team and leadership cohort sizes to support approach selection and appropriate resourcing assumptions?
2. People Capability Framework
Clarification of “determine requirements utilising the framework”: The ITO requires Suppliers to “determine requirements utilising the framework and associated tools/templates”. Can you clarify whether this refers to:
o assessing capability requirements for identified roles,
o identifying development needs and pathways for organisation/ divisions/professions, and/or
o informing workforce, learning or succession planning activities?
3. Key roles in scope: Approximately how many “key roles” has RSHQ identified for initial focus under the capability framework?
4. Maturity of workforce and succession planning: Are workforce planning and succession planning currently a) established practices within RSHQ that require uplift and alignment, or b) capabilities to be newly introduced or formalised through this program?
Level of workforce planning focus: In relation to workforce planning, is RSHQ primarily seeking support at:
o a strategic level (aligned to relevant Public Sector Commission directives),
o an operational level, or
o a combination of both?
3. Onboarding / Induction
Onboarding lifecycle boundaries: What are the intended scope boundaries for onboarding review and design? For example, should this include activities spanning pre commencement and hiring documentation, through to 60 or 90 day post commencement integration?
Offer Submission
Can submissions be sent through as Powerpoint and PDF, rather than word?
4. Change Management (Cross Cutting)
7. Change saturation and sequencing: Are there other significant organisational change initiatives occurring during the contract term that Suppliers should consider when sequencing change and engagement activities?

Question
:
Regarding the following requirement stated in Part A: "Offers must be submitted in the following software package/s: one copy in Microsoft Word 2003 or later and one copy in Adobe PDF". If we respond to certain questions in Part C by referring to attachments with our detailed responses, must these attachments also be provided in Microsoft Word and Adobe PDF (or is it ok to provide them just in PDF if we use a different software package to create them)? Part C itself would be provided in Microsoft Word and Adobe PDF.
