Nambucca Valley Council (NVC) is undertaking the remediation of multiple landslip sites affecting Council-managed transport infrastructure that sustained damage during the declared natural disaster events associated with Australian Government Disaster Recovery Funding Arrangements (DRFA) AGRN 1012 and AGRN 1025. To support the delivery of these works, BASEC Engineering has been engaged by Nambucca Valley Council to provide project management services and oversee the planning, procurement and delivery of the remediation program on Council's behalf.

The scope of works under this contract includes:

Remediation of 7 Landslips classified as medium to high risk

o DM00849/DM01339 - North Arm Rd CH14.8km AGRN1012

o DM01362/DM00950 - North Arm Rd CH27.1km AGRN1012

o DM01052 - North Arm Rd CH31.2km AGRN1012

o DM00939 - Upper Buckra Bendinni Rd CH2.3km AGRN1012

o DM00946 - Upper Buckra Bendinni Rd CH2.9km AGRN1012

o DM00628 - Missabotti Rd CH11.4km AGRN1025

• Undertake site investigation including but not limited to Geological investigations, topographical surveys.

• Design and develop soil nail repair and stabilisation treatments to remediate the landslip to pre disaster function and provide stable surfaces.

• Submit and present designs for review and acceptance prior to implementation including concept and detailed design gates.

• Implement and construct the remediation works as per the approved design plans.

• Submission of QA documentation, WAE survey and drawings at project completion.

The extreme weather events associated with the 1012/1025 disaster declarations resulted in slope instability and embankment failures of the local road network. These impacts have affected asset condition and functionality, reduced levels of service and, in some locations, created ongoing risks to road users and surrounding infrastructure.

Funding has been approved under the DRFA program to restore eligible public assets that were directly damaged by the disaster events. The principal objective of the DRFA funding is to assist local government in reinstating essential public infrastructure to the condition and level of service that existed immediately prior to the disaster.

Accordingly, the proposed remediation works are intended to restore the damaged NVC assets to their pre-disaster function, serviceability and operational performance, in accordance with DRFA eligibility requirements. The works do not include asset upgrades, increased capacity or betterment initiatives unless separately approved under the relevant DRFA provisions.

The remediation program comprises a range of geotechnical and civil engineering treatments tailored to site-specific conditions and failure mechanisms. Proposed works may include retaining structures, slope stabilisation measures, drainage improvements, erosion protection works, pavement reconstruction and other associated activities necessary to achieve a durable and compliant restoration outcome.
