Could you please clarify the expected occupancy arrangement under this tender?

Specifically, does the tender require the successful provider to occupy and operate from the centre on a full-time basis for a specified period, or would it be possible to hire and use the facility on an availability/ad-hoc basis as training needs arise?

Our current operating model is to arrange training venues based on the requirements of each client. When we receive a request from a company, organisation or other group, we organise the training at a suitable location based on their needs.

Could you please confirm whether this tender would accommodate this type of flexible, session-by-session facility hire arrangement, or whether the council is seeking a provider to take up ongoing/full-time occupancy of the centre?

Hello,

The purpose of this Request for Proposal is to invite submissions for activation, occupancy and partnership opportunities at the Mid North Coast High Performance Centre.

Council is open to receiving and assessing a range of operating, occupancy and partnership models. This may include proposals involving ongoing occupancy arrangements, periodic use arrangements, shared-use models, partnership approaches, or other innovative activation concepts that support the objectives of the facility.

Respondents are encouraged to propose the model that best aligns with their organisation's operating requirements and demonstrates how their proposed use would contribute to the activation, utilisation and community outcomes of the Centre.

Council has not prescribed a mandatory full-time occupancy requirement and will evaluate submissions based on the criteria outlined in the RFP documentation.

Question:
Part B of the RFP refers to “Schedule 2 – Statement of Conformance” for acknowledgement of Addenda and identification of any Departures or Alternative Options. However, Schedule 2 in the Part E Returnable Schedules is titled “Spaces and Schedule” and does not appear to contain these sections.

Could Council please clarify where the Schedule 2 Statement of Conformance and Addenda acknowledgement are to be completed — within VendorPanel, within the Part E Returnable Schedules, or as a separate document/form?

Please note Part B – Conditions of Procurement, B4. Addenda, references a requirement of receipting procurement addenda’s in Part E – Returnable Schedules, Schedule 2. However, the standard prompt for respondents to receipt addenda’s had been removed upon document development as it was not considered necessary or appropriate for this procurement process. Unfortunately, the reference in Part B was not updated accordingly.

Accordingly, respondents are not required to separately acknowledge receipt of addenda as part of their submission.

Submissions that do not receipt addenda’s will be considered conforming.

Could Council please provide the total revenue, number of events hosted, and utility expenses for the facility since its official opening?

Council is unable to provide the requested information in full.

Under the previous management arrangements for the Mid North Coast High Performance Centre, the facility operator was responsible for the management of the facility, including event bookings, collection of revenue, payment of operating expenses and utility costs. As a result, Council does not hold records relating to total revenue generated, the number of events hosted, or total utility expenditure during that period.

The only utility information currently available to Council relates to water consumption. Available records indicate that the meter servicing the facility recorded a total water usage of approximately 271 kilolitres between 20 May 2025 and 24 June 2026 equating to an indicative $962.05 for the period. This figure relates to water consumption only and excludes access charges and all other utility costs.
