Business Info
Cobar Shire is situated in the centre of New South Wales at the crossroads of the Barrier Highway and the Kidman Way and has excellent road, rail and air links to most of Australia's capital cities. With an area of 45,609 square kilometres, the Shire is approximately two-thirds the size of Tasmania. It is home to approximately 4,647 people. The Shire's prosperity is built around the thriving mining - copper, lead, silver, zinc, gold - and pastoral industries, which are strongly supported by a wide range of attractions and activities, that make it a major tourist destination.

What the buyer is requesting
Details
Cobar Shire Council invites quotations from suitably qualified and experienced consultants to update the existing Active Transport Plan (ATP). This update will reflect current community needs, align with Council’s strategic priorities, and ensure the development of a safe, accessible, and connected walking and cycling network across the Shire.

Cobar Shire Council developed its first Active Transport Plan in 2019, identifying 35 active transport projects. To date, approximately 16 of these have been completed across multiple townships, significantly enhancing local connectivity.

However, recent developments—such as the CBD revitalisation, Ward Oval Community Hub, new tourism assets, and master planning of key precincts—necessitate a comprehensive review and update of the ATP to effectively support growing foot and cycle traffic and ensure alignment with future planning goals.
Background information / Compatibility requirements
Details
The updated ATP will aim to:

• Identify and prioritise active transport projects that enhance connectivity across key destinations including the CBD, schools, residential areas, and community/tourism hubs.

• Improve accessibility and safety, particularly for children, older residents, and people with mobility challenges, through the design of inclusive infrastructure.

• Align with Cobar Shire Council’s Community Strategic Plan, promoting a connected, sustainable, and healthy community.

• Ensure compliance with relevant design standards including the Walking Space Guide and Cycleway Design Toolbox.
