Part 5B Technical Specification T00675A; Clause 3.4 Wharf Furniture; Clause 3.4.1 General states that “Except as specified herein or as indicated on the Drawings the fitting and installation of wharf furniture shall be to the manufacturers’ specifications and recommendations.” Are the manufacturers’ specifications and recommendations available for issue to tenderers?

Drawing 220 shows the extent of new rail, pad, sole plate, HD bolts, rail clips, leveling screw and fishplate connects extends from the new concrete to 1.5m into the existing Berth

3. This length is 29.47m of new concrete plus 1.5m into berth 3 for a total of 30.97m. Line item 2.39 in the bill is for 30m. What is the extent of the 30m from the BoQ covered in

this item?

2.Crane rail works

Detail 1 on drawing 220 has the existing rail in the end of Berth 4 cut back 548mm and new rail welded onto the end using the existing rail furniture. Is this still the scope? Which

bill item is this scope covered for the rail works and the welding?

3.Bill item 2.40

This bill item covers only the rail welding for the new rail in the new concrete area. The new concrete length is 29.48m, so will only 2 welds be required? Please confirm.

4.Section 3 Berth 3 works

Bill item has the installation of 2 fish plates. Please confirm the material is supplied by PoTL as described in the bill as Appendix C - Principal Supplied Materials dose not list

these items.

5.Berth 3 cable chase repairs

Drawing 221 details the cable chase repairs required for missing or corroded angle pieces in Berth 3. There does not seem to be a pay item for this works. Is this work required?

6.Joint details

In drawing 60011301-216, section D references ‘30mm compressible material (compribrand or equiv)” for a Type 1 Expansion Joint. In this detail it is unclear whether it is for the

vertical gap or the horizontal gap under the deck due to the location of the arrow. In the Type 1 Expansion Joint detail in drawing 60011301-218, there is no note for the

compressible filler material. Can you please confirm, if the placement location of the compressible material to be horizontal how is this done under the existing slab and, if it is to

be placed vertically along the expansion joints, can you confirm if the thickness is to be 40mm (noted at the bottom) or 30mm (noted at the top) in the Type 1 expansion joint detail

on drawing 218?

7.SS Plate

Please confirm which pay item covers the scope for the 6mm SS plate 200mm wide epoxy fixed to beam shown in drawing 218 Section A. Please confirm if all material is to be

supplied by the contractor?

8.Dowel sizes

Please confirm the dowel sizes as Section E on drawing 219 indicates a 60 dia 1300 long SS dowel but Section E1 details a 30 dia 500 long galvanised dowel. Please confirm

the correct dowel size.

9.Finished detail for existing rails lines on the northern edge

There is no information regarding the existing rail line box markup to inform the contractor how to treat this section. We are to remove 2m of the rail as part of the demolition

scope (assumed rail only), but when the new slab is excavated and formed in this section, the new edge will require to be backfilled against the new concrete. What backfill

requirement will be required as there are no detail in the tender documents.

10.Pile extensions

The technical specification section 3.2.10 details the requirement to extend the piles if required. There is no item is the supplied BoQ to extend the piles. If this eventuates, will

this be handled as a site variation?

11.Tender Program

Tender Returnable Schedule I requires a program of works to be submitted with our tender in MS Project 2010 file format. The project General Specification requires a program

of works to be undertaken in MS Project 2016 file format. We utilises the current version of the software, MS Project 2024. Neither of the above file formats are an option for

saving MS Project files prepared in MS Project 2024. The file format options available for saving within MS Project 2024 are: (refer below)

Crane Rail works items 2.39, 2.40 and 2.41

Drawing 220 shows the extent of new rail, pad, sole plate, HD bolts, rail clips, leveling screw and fishplate connects extends from the new concrete to 1.5m into the existing Berth

Please refer to the clarification provided to Q3 below.

This length is 29.47m of new concrete plus 1.5m into berth 3 for a total of 30.97m. Line item 2.39 in the bill is for 30m. What is the extent of the 30m from the BoQ covered in this item?

Good question. Precisely the length of rail installation for this section is: 1 x 1400 + 2 x 2695 + 8 x 2980 + 548 = 31,178, plus gaps. Please refer to Drg 60011301-220. The quantity under Item 2.39 for rail installation is amended from 30m to 32m.


Crane rail works

Detail 1 on drawing 220 has the existing rail in the end of Berth 4 cut back 548mm and new rail welded onto the end using the existing rail furniture. Is this still the scope? Which bill item is this scope covered for the rail works and the welding?

Good question. Yes part of the scope as noted on Drg 60011301-220 and as explained under Q3 above. This part of the works has been included under Item 2.39 in the BOQ, as you would have noted, the 548 section sits under existing Gantrex system.

Bill item 2.40

This bill item covers only the rail welding for the new rail in the new concrete area. The new concrete length is 29.48m, so will only 2 welds be required? Please confirm.

Good question. Three 12 000 rail lengths are required for the extent of new rail shown on Drg 60011301-220. One external joint 548mm into Berth 4 tying in with the existing, and two internal joints, the Berth 3 end has a fish plate joint. Item 2.40 has 3 joints allowed for this section of the works.

Section 3 Berth 3 works

Bill item has the installation of 2 fish plates. Please confirm the material is supplied by PoTL as described in the bill as Appendix C - Principal Supplied Materials dose not list these items.

Noted. Fish plates will be provided as part of the package of the rail components to be provided as free issue materials.

Berth 3 cable chase repairs

Drawing 221 details the cable chase repairs required for missing or corroded angle pieces in Berth 3. There does not seem to be a pay item for this works. Is this work required?

Noted. Not part of Works Under the Contract (WUC).

Joint details

In drawing 60011301-216, section D references ‘30mm compressible material (compribrand or equiv)” for a Type 1 Expansion Joint. Contrary to Drg 60011301-216 Section D, both the blinding and the 30mm compressible material cannot be installed underneath the existing slab. The 30mm compressible material will only be installed against the vertical face of the existing slab. Noted, the gap should be 30mm as specified elsewhere.

SS Plate

Please confirm which pay item covers the scope for the 6mm SS plate 200mm wide epoxy fixed to beam shown in drawing 218 Section A. Please confirm if all material is to be supplied by the contractor?

Price Schedule Item2.25. Only materials listed in Appendix C - Principal Supplied Materials will be provided as free issue items (including fish plates as clarified under Q6), Rest of the material will be supplied by the Contractor.

.Dowel sizes

Please confirm the dowel sizes as Section E on drawing 219 indicates a 60 dia 1300 long SS dowel but Section E1 details a 30 dia 500 long galvanised dowel. Please confirm the correct dowel size.

Both sizes are correct. The dowels are for different locations. Please refer to Drg 60011301-216. Also note the position of R30 x 500 dowels in relation to grid lines 52 and 52a (transverse), while the other type run parallel to the same and perpendicular to grid line A. Please take note of the respective drawing cross references.

Finished detail for existing rails lines on the northern edge

There is no information regarding the existing rail line box markup to inform the contractor how to treat this section. Piles will be suppled and installed to toe levels specified on Drg 60011301-210 and piles details on Drg 60011301-211. If required, the depths may be varied by direction through a Contract Variation Order.

2. Are the soul plates supplied with the base of the rail clip already welded onto the soul plate as per note 4 of design drawing 60011301-220?

4. The drawing notes CPBW welding on the southern end of the rail to connect to the existing expansion joint, can this be changed to Aluminothermic welding?

5. For the crane rail raising section, is the existing rail to be reused?

Only levelling bolts, plates and other items listed will be provided under Appendix C - Principal Supplied Materials, as part of the Gantrex materials package. Drilling and chemsetting of the hold down bolts will be the responsibility of the Contractor.

Q2. Are the soul plates supplied with the base of the rail clip already welded onto the soul plate as per note 4 of design drawing 60011301-220?

Please refer to Technical Specification Appendix C: Gantrex Specification and Installation Guidelines. The plates are supplied as complete modular system custom designed for assembly to clamp rail. A rail installation subcontractor would have the experience with this system which is widely used in the industry.

Q3. Are the soul plates supplied with the holes already predrilled to the dimensions on the design? Both the hold down bolt locations as well as the levelling hole locations? And leveling hole locations tapped for the appropriate thread?

The sole plates are supplied with holes for installation. A rail subcontractor would have the experience with the installation of this system which is widely used in the industry.

Q4. The drawing notes CPBW welding on the southern end of the rail to connect to the existing expansion joint, can this be changed to Aluminothermic welding?

No. Complete penetration butt weld (CPBW) and aluminothermic welding are two different things. CPBW is like metal arc welding, whereas aluminothermic is a chemical welding process. CPBW should be installed as specified at the welded connection between Berth 3/4 Rail join and existing Berth 4 Rail. Welding procedures will be required for both. They will need to be reviewed by PoTL's design consultants.



Q5. For the crane rail raising section, is the existing rail to be reused?

Existing rail is removed and repalced with new 73kg rail using Gantrex system.

Q6. Is the fishplate connection at the northern connection of the raising portion an existing or new connection?

We have reviewed the provided piling records from 1987 to 1995. However, drawing 210 (Pile Testing Requirements, note 1) indicates that PDA reports for previous piling at

Berth 4 will be made available.

To ensure alignment with current project requirements, could you please provide the most recent piling records for the Berth 4 upgrades?

2. Concrete Curing

We have noted a discrepancy between the project documents regarding the required concrete curing duration:

Drawing 201, Concrete Note 19 specifies a minimum curing duration of 10 days. Standard Specification for Concrete Works, Clause 14 states a curing duration of 7 days.

Could you please confirm the required minimum curing duration for compliance with project requirements?

3. Concrete Notes on drawing 201

Please confirm Note 3 under Concrete on drawing 201 has been superseded by details on drawing 215 for the trimmer bar requirements.

4. Fence Demolition Scope

The BoQ item 2.03 measures 85m. It is not clear on drawing 203 of the extent. It was discussed during the site visit regarding the fence adjacent the overpass walkway

structure can be removed for access. Is this part of the measured 85m or additional quantity? The existing gate system across Berth 3, is this part of the BoQ quantity? The

Boq has the demolished fence to be removed off-site, but the drawings have removed to storage as shown in the Action Legend on drawing 203. Can a marked-up sketch

detailing what is required to be removed as part of item 20.3 be provided to the tenderers?

5. New Fence Item 2.59

The BoQ quantity measures 85m but the drawing details less than half. Do the tenderers price for 85m and the location will be confirmed at a later date? Is the BoQ included

installing the gate across Berth 3 noted as provided by others on drawing 231. Please confirm the location of the 85m in the Boq on drawing 231 with a marked-up sketch.

6. 60mm dia Dowels

Please confirm if pockets are present in the Berth 4 for the installation of the 60mm dia dowels shown in drawing 215 and noted in drawing 219 section E.

The 60 diameter dowels require into Berth 3, will these dowels require coring or are there existing pockets present, as there is no note to state either way on drawing 219

section F.

The drawing takes precedence. Curing duration of 10 days shall apply.

The note on Drg 60011301-201 stating 'No reinforcing or other embedded items shall be damaged during the removal of damaged concrete' is a general note relating to repair of spalled concrete. on the other hand the N20 x 2000 long trimmer bars (Drg 60011301-215) are reinforcement bars for the new concrete slab.

Q4. Fence Demolition Scope

The BoQ item 2.03 measures 85m. It is not clear on drawing 203 of the extent. Please confirm which concrete specification we are to be referencing for the concrete works for this project. If the Marine specification is required can this document be provided to the tenderers?

Different terminology referring to the same document. 'Townsville Port Authority Engineering Standard No.1 Standard Specification for Concrete Works' is the title of the copy provided with the Specification.

Q3. Contractor provided offices

Please confirm the requirement for the site office requirement to be provided by the contractor for the minimum of 8 persons for use by the client. Please provide information on if this is a meeting room for 8 persons or an office with 8 desks for the client to work.

Due to space constraints, this requirement is deleted. Meetings will be held at Port offices. Client staff/representatives will not require office space on site.

• Item 3.01 Demolish top of crane rail footing (approx. 1500mm) for end of rail recess and cable recess and rail slot transition as illustrated on Demolition Plan on drawing number 60710980-003. Saw cut and remove concrete (smoothen and make good). (incl. removal and disposal from site).

o This item allows for the demolition of 1.42 metres of existing Concrete for the installation of the crane rail and the cable slot.

? There is no item for the reconstruction of the same area including the installation of the crane rail, cable slot liner and the Type 4 Edge Angle. Can you confirm if these should be included in the same item or added as extra items to the Price Schedule?

New Town water service

1. A new town water service has been added to the tender scope. Can a design be provided detailing pipe diameter, material and pressure class, pipe bracket details, if the relocated line is installed in a trench, isolation requirements, and access under the existing wharf requirements so this item can be priced correctly.

2. Dowels

I reference an answer issued on the 10/02/2025 to a question on Dowels. “Both sizes are correct. The dowels are for different locations. Please refer to Drg 60011301-216. Also note the position of R30 x 500 dowels in relation to grid lines 52 and 52a (transverse), while the other type run parallel to the same and perpendicular to grid line A. Please take note of the respective drawing cross references.”

My question is which drawing details dowels in the edge between grids 52 to 52a?

Correction and clarification. No work will be required on the town water main (and the gate valve) shown with a solid line on Section A on Drg 60011301-240.

There are no dowels between grid lines 52 and 54. Dowels are only between grid lines 54 and 60. Addendum No. 1 is being issued with Drawing 60011301-219 (Rev. 6) to correct the discrepancy between the note on Drg 60011301-219 section E1 and section E which specify different dowel bar sizes. Dowels are to be 60mm diameter x 1300mm long, as indicated in Section E. Drg 60011301-219 also revises the grade of stainless-steel dowels on Section E to grade 2304.

Re Pricing Schedule Item 2.27 Repair of existing concrete slab spalled edge in accordance with drawing number 60011301-201 top right corner notes 'Repair of Spalled Concrete'. Drawing number 60011301-208 Section B existing wharf edge grid A 54 to 60.

• This item has a linear metre quantity of 22 metres. The width of any spalling will be visible on top of the Berth 3 Surface but the extent of the spalling on the vertical face cannot

be determined until excavation is complete. Can a m² rate for a defined depth be applied to this item to reduce the uncertainty of the extent of the repair?

Correction. The note on Drawing No 60011301-208 Section B should refer to notes on Drawing No 201. Item 2.27 should reference notes on Drawing 60011301-201.

Please price for 40mm deep spalling repair, 22m length and height of 100mm from top surface.

Please include mandatory Item 2.28a: 'Repair of spalling concrete 30mm deeper than reinforcement as specified on Drawing 60011301-201 read together with Drawing number 60011301-208 Section B', priced 'RATE ONLY' per metre.

In the responses to questions in Vendor Panel re Town Water Line drawing 240.

Item 2.3.2 was specifically for the Town watermain DN355 HDPE enveloper not the watermain.

Section A of drawing 240 which contains the Valve and bold line shows the “Existing Berth 4 Upgrade Town Water Line Upgrade” which was completed during the Berth 4 Upgrade.

Can you confirm there is no relocation of the watermain.

Port Response: The x x 50mm diameter conduits start at the existing HV Pit 28 shown on drawing 203 and extend to the edge of proposed slab as shown on dwg 205. One conduit will house an existing earthing cable and the other conduit which will house the second earth to be extended and attached to the new rail section same as existing on Berth 4 Rail (refer to Detail 2 Dg 217)

2. Please confirm the existing earth cable we need to pull back into pit 28 is in one of the 50mm dia conduits . No.

What is in the second 50mm dia existing conduit as shown in drawing 205?

Port Response: Both conduits above to remain at the rail, only the second earth wire will be extended to the new rail section, remove the existing pit.

Following a request by one of the Tenders, the 100-page tender document size has been waived. Tenderers are encouraged to be mindful of the size of the documents they submit. 'Please note that the tender portal won't allow you upload documents larger than 150Mb to Your response

The Multiple file upload mode allows them to attach up to 50 files to upload at the same time at a maximum of 15Mb each.

If the file size of their documents is above this limit they can click the Switch to large file upload mode button. Switching to the large file upload mode allows them to attach a total of 5 documents (one at a time) greater than 15Mb up to 150Mb each in size.

They cannot upload documents larger than 150Mb to their response.

Once they've uploaded all of their attachments they can press Update and Continue.
