Details
The Queensland Police Service (QPS), through the Protective Services Group (PSG), is seeking to establish a Standing Offer Arrangement (SOA) for the provision of security services across Queensland.

This will operate as a panel of suppliers, supporting ongoing and repeatable requirements such as static guarding, patrols, alarm response, and related services.

Work will be issued as required over the term of the arrangement, and there is no guaranteed or minimum amount of work.

Services will be delivered across multiple locations within Queensland, and suppliers must be capable of providing services on-site at nominated locations.

The SOA is intended to standardise and streamline the delivery of security services across multiple sites and service types.

Suppliers should be aware that services may be required across a range of environments and operational contexts, and will be expected to respond to varying service demands over time.

Suppliers are also expected to have appropriate systems and processes in place to securely receive, manage, and handle Customer information relevant to the delivery of the Services.

Question:
Vigilwatch Security is a current member of the National Security Association of Australia (NSAA). Does NSAA membership satisfy Requirement 2 regarding membership of an approved industry association?

Additionally:

1. For suppliers who do not currently hold the required Public Liability Insurance, is confirmation of willingness to obtain the required insurance if successful sufficient at the submission stage?

2. Is a Queensland Labour Hire Licence required for all suppliers, or only where the supplier’s proposed service delivery model requires one?

3. Can a supplier nominate and be evaluated only for the specific Queensland regions they are capable of servicing, rather than demonstrating statewide service capability?

Thank you for your enquiry.

The requirements of this Invitation to Offer, including industry association membership, insurance, licensing, and service delivery capability, are set out in the ITO documentation.

Suppliers are expected to review these requirements and determine whether their organisation currently meets the necessary criteria to participate in this process.

As part of the evaluation, the Evaluation Panel will assess each Supplier’s current capacity and capability to deliver the Services.

Where sufficient evidence of capability is not provided, submissions may not be able to progress further in the evaluation.

To ensure a fair and transparent process, all clarifications are managed through VendorPanel and addressed in accordance with the ITO process.
