As per Schedule 1, the Tender Brieifings are Highly Recommended, and take place on the following days:

Cairns Campus - 12.30pm Thursday 21st May.

Yeinie Building - 3pm Thursday 21st May.

Townsville Campus - 9am Friday 22nd May.

Also mentioned in Schedule 1, please provide details of confirmation and names attending to Hayley Learman at tenders@jcu.edu.au.

Please advise the expected scope of the day cleaning service for both the Townsville and Cairns campuses. For example, are toilets, kitchens, and bins required to be serviced during daytime operational hours?

Please confirm whether all buildings, excluding the library and accommodation areas, can be cleaned after 18:00 hours.

Please confirm whether periodical services such as window cleaning, pressure washing, and other specialist cleaning services are excluded from the current scope. Alternatively, is the intention for these services to be completed during term breaks?

Please confirm whether all consumables, including toilet paper, hand towels, hand soap, and bin liners, will be supplied by JCU and replenished/serviced by the contractor.

Please advise whether JCU has any specific uniform requirements for cleaning staff.

Please note that in the attachment “_2.1-CNS_room_data_2026”, the “Yab Nguma Bada – Site Wide” total square metres do not align with the combined total of the individual site tabs. Could you please confirm whether the “F1” tab is required to be included in the tender costing? Additionally, please advise whether the “Nguma Bada – Site Wide” tab should be used as the primary reference for costing purposes.

Please find responses below.

1. Please ref to the scope for expected daily services across campus, noting that most wet areas ie bathrooms/kitchen are serviced during the day (D1 & D2 are evening services due to heavy usage during the day). JCU is open to tenderers providing the same service in a more cost-effective format, and this can be submitted as an alternate proposal (as well as the original scope being priced). The only night shift requirements – TSV Campus is Building 026/040/045/005 – night (Lecture theatres) / Building 047 including labs & then the Lab floor cleaning in Buildings 094/108/089/142 L1,2 and 3, 134 x1 lab and 067/046 – including labs. Halls of Resident (HoR) properties (BY, Rotary, George Roberts Hall, The Lodge, Townhouses) have dayshift cleaner who start at 8am. The only exception is BY Ground floor – this has two cleaners – one starts at 7am to 2pm, the next shift is 11am to 7pm.

2. Yes, all buildings including The Yeinie can be cleaned of the evening – however there will need to be a day cleaner/supervisor on site to address any issues, accidents etc. This is dependant on the cost. We are happy to look at this as an option for identified buildings once we have discussed the impact of NS cleaning only.

3. External window cleaning, pressure washing and carpet cleaning are excluded from the scope, yes, these services are completed during term break by external contractors. TSV does have a requirement within the scope to complete window cleaning for specific buildings. This is listed in the “campus specific tab – of the Cleaning scope”. Pressure washing (Varanda walk only - TSV) is an annual periodical and is in the Townsville Campus specific’s tab of the scope provided.

4. Yes – consumables are supplied by JCU, the cleaning team are to replenish consumable items whilst conducting services.

5. Yes – as per General Specs in the Scope (line 7).

6. Please use the individual building tabs.

7. Not included in current scope.

8. Please use the individual building tabs.

9. Expect the last bus at JCU Panguna Street around ~10:00pm

10. Clinical waste is handled by an external Contractor. General waste, organic and sanitary waste are to be removed from building to allocated bulk bin areas by the Contractor.

11. Cafeteria are not part on the scope. Building 142 eatery does require monitoring and cleaning due to the food court however, this is detailed in the scope provided.

The scoped work should not require any pricing change as the periodicals form part of the scope. Any additional work required outside the scope with be treated under a separate Work Order.

In particular, I understand that the Townsville facilities are intended to be divided into two zones: Schools and Accommodation. If possible, could you please provide a list of the buildings that fall within each of these groups?

HoR buildings are as per 2026 Tender pricing Schedule. TSV building are 502 (BY),191- 200 Rotary House, 281 - 291 George Roberts, 119 the lodge , 114 - 118 town houses. All other buildings are considered Schools. CNS does not have any HoR scoped.

The Contractor needs to be comfortable that they can complete the vacuuming needs between the hours of 6am and 8am in all buildings (except ones stated above). Halls of Resident (HoR) properties (BY, Rotary, George Roberts Hall, The Lodge, Townhouses) have dayshift cleaner who start at 8am.

2. Only the Atrium, however, using blowers can be done during the day. Pressure washing will need to be done during night shift or possibly on a weekend with approval.

Good morning,

Roving Cleaner - This role has historically been used by the contractor to support planned and unplanned leave or as the 2IC. This has also been used to cover the roving cleaning of caged bins. It is up to the contractor how/ if they wish to provide this role, ensuring the scope is not affected.

Cairns:

Building C001, we currently do not have the sqm for this building. We are working on this, and this will be provided post tender.

Townsville:

CCHPC Tenancy and Buildings TO010 and TO011 have been removed from the scope, and do not need to be priced.
