Question
:
Item 12 (Provisional - Lighting) of the Schedule of Rates lists 11 single and 2 double luminaire poles. The Lighting Plan (Key Consult 25213, Stage 1 and 3) shows 13 poles in total across Stages 1 and 3, with 8 of these (6 single, 2 double) within the Stage 1 area. Can Council please confirm whether the Stage 3 car park lighting is included in this contract, or whether tenderers should price Stage 1 poles only? Also, the schedule describes 48W luminaires, while the plan specifies 24.7W (PL-A) and 29.8W (PL-B / PL-C) fittings. Please confirm which applies.
Answered on 21/Oct/2026 01:23 PM
:
Council confirms that the Schedule is incorrect, please see Revision A of the schedule with amended descriptions and quantities for item 12 (Lighting).
Confirming that Stage 3 car park lighting plan is not included. Tenderers should only price works in Stage 1.

Question
:
Excess spoil - Drawings 601 and 603 note that suitable excess fill is to be deposited on site for the Stage 3 cut and fill works (one note on Sheet 603 refers to Stage 2). However, Part B states that excess spoil is to be removed off site at the contractor's expense, and Schedule of Rates item 3.3 allows for disposal of 1,039 m3 off site (equal to the total cut less fill). Can Council please confirm: (a) whether suitable excavated soil is to be retained and stockpiled on site for the later stage, and if so the stockpile location and approximate volume; (b) whether item 3.3 applies only to unsuitable material (asphalt, concrete, rubble and unsuitable soil); and (c) whether the asphalt removed under item 2.5 is already included in the item 3.3 quantity.
Answered on 22/Oct/2026 03:49 PM
:
All excess spoil is to be removed from site, Stage 3 works are not confirmed and stockpiling for an unknown timeframe is not suitable. Break out and removal of asphalt is a separate item to be priced and is not included in item 3.3.

Question
:
CHMP 20548 - RAP and induction costs. Part B states that Council will arrange the Cultural Heritage Awareness Induction (Condition 2), the RAP inspection at topsoil strip (Condition 3) and the two RAP officers observing the access road excavation (Condition 6). However, Schedule of Rates items 1.2 to 1.5 ask tenderers to price CHMP compliance, the CHMP induction, RAP inspections and RAP observation. Can Council please confirm whether the WWCHAC / RAP fees will be paid directly by Council (with tenderers pricing only their own attendance, notifications and any standby time), or whether tenderers are to include the RACHMP 20548 - RAP and induction costs. Can Council please confirm whether the WWCHAC / RAP fees will be paid directly by Council (with tenderers pricing only their own attendance, notifications and any standby time), or whether tenderers are to include the RAP fees in their price? If tenderers are to include them, please advise the number of RAP observation days to allow.P fees in their price? If tenderers are to include them, please advise the number of RAP observation days to allow.
Answered on 22/Oct/2026 03:33 PM
:
Council will arrange and directly engage the Wurundjeri Woi-wurrung Cultural Heritage Aboriginal Corporation. Council will also arrange and directly engage the project arborist where identified in the contract documentation.
Tenderers are not required to include RAP or arborist fees in their pricing. Schedule of Rates Items 1.2 to 1.6 should include only the contractor's costs associated with compliance requirements, including attendance at inductions, notifications, coordination, supervision, programming impacts and any standby time necessary to facilitate RAP and arborist activities.
No allowance for RAP observation days is required within tender pricing, as RAP engagement and associated fees will be managed directly by Council.

Question
:
Linemarking - The Section 8 heading in the Schedule of Rates calls for long life line marking paint, while the note beneath the items states that the rates are for thermoplastic. Part B also references both VicRoads Section 722 and Section 724. Can Council please confirm which material is required for the car park and road markings - long life paint or thermoplastic?
Answered on 22/Oct/2026 03:34 PM
:
Tenderers are to allow for long life marking paint for all road and car park markings.

Question
:
Asphalt depth: Schedule of Rates item 4.1 says 50 mm Type L, while drawing 34151 sheet 102 says 40 mm. Which depth should be priced?
Answered on 22/Oct/2026 03:34 PM
:
Tenderers are to price 50 mm Type L asphalt in accordance with Schedule of Rates Item 4.1.
The 40 mm asphalt depth shown on Drawing 34151 Sheet 102 is superseded for tender pricing purposes by the Schedule of Rates. Any discrepancy between the drawing and the Schedule of Rates should be resolved on the basis that 50 mm Type L asphalt is required and is to be included in the tendered rates.

Question
:
Schedule of Rates REV A item 12.4 (Lighting Control Panel) has no amount formula in the Amount column, so it does not add into the sub-total. Should it be included in the lump sum?
Answered on 22/Oct/2026 03:40 PM
:
Yes. Tenderers should include the Lighting Control Panel (Item 12.4) in their pricing.
