Question
:
Please note there are 4 questions (some with 2 parts) provided below. Thankyou in advance for your consideration of them:
1) Attendance / Participation Responsibility (Ref: SOA Part B – SOA Details)
1a. Are suppliers expected to be accountable for minimum participant numbers/attendance/engagement outcomes for sessions, or is attendance recruitment/marketing managed by TIQ/customers with supplier responsibility limited to delivery and quality?
2) Communications & Marketing Obligation (Ref: SOA Part B – SOA Details, Communications & Marketing)
2a. The SOA notes suppliers are expected to generate business through marketing as an SOA supplier. Can TIQ confirm whether this is limited to promoting the supplier’s availability/offerings under the SOA (panel awareness), rather than marketing the TIQ program to end users?
2b. If any end-user marketing is expected of suppliers, can TIQ confirm the minimum expectations and whether this activity is separately funded/allowable as a cost item.
3) Pricing – Content Development vs Delivery (Ref: Price Schedule + SOA pricing requirements)
3a. The pricing schedule appears focused on delivery (e.g., half-day/full-day). Can TIQ confirm whether design/development of new training content (instructional design, content build, bespoke adaptation) is expected to be included within delivery rates, or whether it can be priced separately where required?
4) Pricing – Third-Party / Production Costs (Ref: Price Schedule)
4a. Beyond pre-approved travel/accommodation, can third-party costs required for delivery (e.g., graphic design, print production of workbooks/manuals, web/digital build where commissioned) be treated as pass-through costs subject to approval? If yes, where should these be captured in the pricing response.
Answered on 30/Jan/2026 03:48 PM
:
Please see below responses to:
1a: While suppliers will not be responsible for minimum participant levels, we consider the delivery of the education sessions to be a partnership and will encourage the promotion of the sessions by suppliers. Session participation will be used as an internal KPI and help inform the success and ongoing continuation of the project.
2a: We encourage suppliers to promote these sessions independently of TIQ, ensuring they include approved TIQ branding.
2b: Any expenses incurred in the marketing of educational sessions are to be borne by the supplier. TIQ will utilise cross media platforms to promote all sessions.
3a: Yes, please price separately where applicable the design/development of new training content (instructional design, content build, bespoke adaptation). Current pricing schedule lists examples and to be updated by the supplier where required.
4a: Third party costs required in the delivery of the project deliverables (where approved) can be treated as pass through costs.
Costs for preparation of materials need to be built into the providers’ overall quote. Please insert additional lines/columns to capture these costs where applicable

Question
:
We will be submitting pricing for e-learning modules only. Would you like this pricing included as additional lines in the pricing spreadsheet, or in another format?
Answered on 30/Jan/2026 03:49 PM
:
Yes - please include as additional lines in the pricing spreadsheet as needed
29/Jan/2026 08:27 PM
Question
:
With the pricing table in mind, how will TIQ be determining their desired course duration for successful SOA suppliers? If we have a preferred session duration for each category, should we only supply that pricing option, or should all options be supplied?
Answered on 30/Jan/2026 03:50 PM
:
Course duration requirements will be reviewed holistically in the context of all available, relevant programs and the needs of our exporting and investment clients.
If existing courses are adaptable, a pricing for shorter or longer courses could also be provided. E.g. ‘Export 101 may be a 12-hour course, with cost of $X, however we can provide a shorter version Export 101(8 hours for $Y); or Export 101(16 hours for $Z)’.
Please insert the pricing of your organizations preferred duration for each category. Current lines and columns are provided as a template, and schedule can be updated where needed.

Question
:
We note the contract commencement date of 2 March 2026. When does TIQ envisage the delivery of content and program delivery/courses to commence?
Answered on 30/Jan/2026 03:51 PM
:
We envisage some programs will commence from March dependent on the program, any adaptation or redesign required and scheduling. Other programs can commence as soon as they are ready for promotion/registration/delivery.
Delivery dates will be dependent on the programs requested.

Question
:
We note the 'Standard' range of topic areas provided in the ITO. Is it mandatory that Suppliers can demonstrate ability to provide training across all of these topics in their response? Or given the panel nature of the ITO, can Suppliers select some of these topics (and perhaps suggest others as well as / or instead) in their response?
Answered on 30/Jan/2026 03:52 PM
:
There are no mandatory programs which a provider must offer. A niche supplier of an individual service may offer a single topic which is not on the list (but is relevant to exporting or investment).
30/Jan/2026 11:43 AM
Question
:
Once the preferred panel of suppliers is selected, what is the process for promotion of the capability offerings? Will TIQ refer companies straight to the supplier or will TIQ request the supplier to deliver an agreed activity at an agreed time? Will the providers and their offerings be promoted via TIQ website, newsletters etc?
Answered on 30/Jan/2026 03:53 PM
:
Promotion of the programs will be the joint responsibility of TIQ and the service provider. TIQ will utilise its various platforms, contacts and engagements to promote upcoming programs.
