Business Info
Located 850 km south west of Sydney and 450 km north of Melbourne, Balranald Shire Council covers an area of 21,346 square kilometres. Major townships within the Shire are Balranald (population 1,200) and Euston (population 600). Balranald Shire has a population of 2,361.
The Shire’s economy has traditionally relied upon dry-land and irrigated agricultural production of grains, wool, sheep meat and beef (valued at more than $80 million in 2006). However primary production is diversifying to encompass horticulture, viticulture, organic agriculture and the growing of fruit and nut trees. Tourism is also now recognised as an important economic driver.
Balranald Shire boasts a progressive well serviced and vibrant community that is committed to continued regional growth and sustainability.

What the buyer is requesting
Details
Balranald Shire Council, acting on behalf of Central Darling Shire Council, invites Expressions of Interest (EOIs) from suitably qualified and creative NSW-based steel fabricators for the design, supply, and installation of bespoke town entry signage across four major townships within the Central Darling Shire local government area.
This project forms part of a broader place-making and township enhancement initiative endorsed by the Far Southwest Joint Organisation (FSWJO) and aims to deliver contemporary, durable, and visually striking entry statements that reflect the identity and character of each community.
The scope includes the creation of eight (8) custom-designed town entry signs (located at the immediate entry and exit to each town), with two signs per township for the following locations:
• Wilcannia
• Ivanhoe
• Menindee
• White Cliffs
Each sign must be bespoke, visually compelling, and fabricated primarily from steel, with consideration given to the environmental conditions of outback NSW, including high UV exposure and temperature fluctuations.

Question
:
Would the buyer conder alternative matierals, or a non-conforming submsision, if we demonstrate how they will be equally durable, weather resistant, etc...? also will be more cost effective for Council. For example, we would propose alu rather than steel for very similar results.
thanks for considering.
Answered on 06/Feb/2026 06:16 PM
:
Yes, Council would welcome the submission of alternative materials and non-conforming bids, provided they align with the core objectives of the project.
We recognize that innovation often leads to better outcomes for the community. If you choose to propose an alternative, such as aluminium in place of steel, please ensure your submission includes the following to allow for a fair and thorough evaluation:
Comparative Durability: Technical data or certifications demonstrating that the alternative meets or exceeds the lifecycle expectations of the original specification.
Weather Resistance: Evidence of performance in local environmental conditions (e.g., corrosion resistance, UV stability, or thermal expansion properties).
Cost-Benefit Analysis: A clear breakdown showing the immediate cost-effectiveness for the Council and any long-term maintenance savings.
Compliance Mapping: A brief "cross-walk" showing how the non-conforming elements still satisfy the essential functional requirements of the tender.
Note: To ensure your primary bid remains valid, we recommend submitting a conforming bid alongside your alternative proposal. This protects your standing in the process while allowing the Council to consider your value-added options.
