Details
To address the issues associated with current practices, the Digital Space Planning and Data Management Platform (DSPDMP) project within Health Infrastructure Queensland (HIQ) are seeking to procure a contemporary Commercial-off-the-Shelf (COTS) a management and database solution that will integrate with construction management solutions used by HIQ’s DSPDMP external delivery partners such as architects and builders.
The solution will align to the Australian Health Facilities Guidelines and the Queensland Standard Designs enabling the capture and reporting of all DSPDMP information across the HIQ portfolio. The COTS solution should be capable of generating reports customised to a granular level such as unique item, room, building, department or any other specific data set as required by HIQ. Post design phase, the DSPDMP information collected will transfer to QH’s procurement and asset management software.
The COTS will act as a central database enabling the re-use of templates and FF&E lists for future capital projects and support decision making, procurement, delivery, placement and commissioning by the HIQ DSPDMP team.

Question
:
Hi, in one of the answers to the vendor, it says, " As detailed under Other Requirements in (Tab 7) of the Supplier Response Document – we require 5 full users of the system."
Meanwhile, in the "Scalability and Capacity" under Tab 5, it mentions:
"The solution will support up to 200 concurrent users under normal operating conditions and scale to 400 concurrent users during peak operating conditions."
Please clarify the relationship between these 5 full users and 200 concurrent users. Thank you!
Answered on 20/Feb/2025 01:25 PM
:
Full User refers to a user with extended permissions such as full access, administration and editing rights.
The 200 concurrent users (400 at peak times) refers to users with Read Only and / or other restricted roles.

1 Module Order Form 3 (As a Service)
1a) What is the actual requirement of the customer with modules, integration with current systems?
QH is seeking a DSPDMP solution that seamlessly integrates with Autodesk Revit and Graphisoft ArchiCAD, as these are the predominant BIM authoring tools utilized by our external consultants and contractors. QH is using Autodesk Revit during the operation of buildings and to manage Standard Room designs. The integration to Autodesk Revit and Graphisoft ArchiCAD is a mandatory requirement. Additionally, many of our consultants leverage Autodesk Construction Cloud for our infrastructure projects. Therefore, it is highly advantageous for the new DSPDMP platform to also support integration with this system. QH has begun using Autodesk Construction Cloud for internal data sharing as well.
It is essential that external consultants and contractors can synchronize data between the BIM authoring software and the DSPDMP platform. Ideally, the shared models on Autodesk Construction Cloud should be viewable within the DSPDMP platform.
1b) Gap Analysis?
QH provided an overview of our current and desired processes as part of the tender documentation.
A successful DSPDMP should support QH and our consultants/ contractors with the management of rooms/ spaces and FF&E/ ICT items during project delivery.
1c) Is there any customisation required in the current system to suit customer requirement?
Depends on the DSPDMP and if e.g., plug-ins/ add-ons can be provided “out of the box” or not.
As described above, an integration to Autodesk Revit and Graphisoft ArchiCAD is essential. It is up to the supplier of the DSPDMP how this can be achieved. Potential areas for customisation include data structure modifications, reporting, API extensions etc.
1d) What is the expected timeline?
Supplier to propose as part of submission.
2 Module Order Form 4 (Systems Integration)
2a) Could you provide the details of integration modules?
The System Integration Module contains necessary steps to implement the DSPDMP platform. This of course depends on the selected platform and is expected to be provided by the supplier.
QH is currently managing a FF&E/ ICT Master Schedule (approx. 5k items), QH specific Standard Designs, AusHFG Standard Designs and AusHFG item lists. This data should form the basis for the new DSPDMP and shall be reviewed before the migration into a new platform.
2b) What is the technologies used to build these modules?
Not sure what the question here is?
QH expects the DSPDMP to be an “off the shelf” solution that does not require development of “modules”. The Services described in form 4 are to be seen as necessary steps to implement the proposed solution.
2c) What are the details of integration touch points?
QH expects at least the HIQ FF&E, ICT and Design Innovation and Assurance and eHealth teams to be the involved in the integration process. Maybe stakeholders from other QH divisions will have to be involved too.
2d) What are the workflows/KT?
Current/ desired workflows described in the tender documents. There are no set workflows for the integration of the DSPDMP platform. Again, this will depend on the selected solution
2e) What is the expected timeline?
Supplier to propose as part of submission
3 Module Order Form 7 (ICT Professional Services)
3a) Assuming PS includes Existing System Study / Analysis, Requirements Gathering, Business Analysis, Road map, implementation, integration, Training, Documentation, Support and Maintenance. Could you please confirm if our assumptions are correct?
Some of the steps mentioned are expected to be part of the integration process of the new DSPDMP platform. The Professional Services module is more to be seen as an ongoing service agreement for e.g., support, training, etc.
3b) Is the development team required to be QLD based or in country or can it be offshore (India) based or can it be mix (onsite & offshore) based?
Preference is for an onshore and in person interaction but offshore can be negotiated.
3c) What is the expected timeline?
Supplier to propose as part of submission
