The Regional networks commuter and rail tourism markets are serviced by the Travel and Tourism products. These comprise eight services connecting Regional communities across Queensland with other Regional centres and the South East Queensland corner. These services support the Queensland tourism industry through the provision of unique rail tourism experiences including special events and charters through the operation of a small fleet of heritage services.
Our Regional networks and Freight team provides rail access for freight operators and other Queensland Rail supply chain customers to enable the critical transport of resources and general freight across the state.

Queensland Rail is seeking one or two Suppliers to provide specialist SAP technical capability for its ERP Program. Engagements will span 6 to 24 months, covering all phases from options analysis through to handover. Suppliers must demonstrate strong talent depth, flexible resourcing, competitive rates, alignment to program timelines, and proven experience.

We have an established partnership with an overseas firm that specialises in delivering work aligned to your scope. Their expertise and track record consistently provide exceptional value, with proven outcomes across S/4HANA upgrades, implementations, ABAP projects, and Fiori enhancements. We've successfully partnered with them on similar projects, often delivering under budget and ahead of schedule.
They are able to commence within two weeks; however, due to their offshore location, they cannot meet the 50% on-site requirement. As the primary supplier, could this requirement be fulfilled by our onshore project manager, or is there flexibility in the working model that can be considered?

Thank you for your enquiry.
Consistent with the mandatory requirement, Queensland Rail’s preference is for resources to be able to commit to working from the office at least 50% of the time. However, Queensland Rail may consider exceptions on a case-by-case basis, taking into account factors such as the nature of the role, its responsibilities, and the proposed resource’s demonstrated experience and capabilities.
Please also note that Queensland Rail is currently mobilising to establish the ERP Program, which is influencing the tender timeline.

At this time, Queensland Rail is not in a position to offer an extension to the current tender closing date of Sunday, 3 August.
This position reflects the organisation’s current focus on mobilising the ERP Program to commence key activities, which is influencing the tender timeline.

The requirements for the response will require mobilising our team to distill, review and manage quite a large volume of information in terms of detailed responses to the roles and rates plus content to add value. In addition reviews prior to submission and the contract response means the current time to respond will be very challenging.

Hi,
As outlined in the RFP, the mandatory criteria require suppliers to demonstrate the ability to provide resources across a minimum of 60% of the roles identified by Queensland Rail.
Suppliers may choose to submit a non-conforming response if they are unable to meet this requirement; however, Queensland Rail reserves the right to consider or disregard non-conforming responses at its discretion.

Please refer to page 1 of the Scope of Work, which states:
“Important Note: Queensland Rail is also preparing a tender for a Systems Implementation partner for the ERP Program that is scheduled to be released in early 2026. To maintain probity, suppliers who are successfully awarded contracts under this tender will NOT BE ELIGIBLE to respond to subsequent tenders related to Queensland Rail’s ERP Program.”
This restriction is intended to ensure fairness and maintain probity across future stages of the program.

If no Queensland ICT SME subcontractors are proposed, you may indicate “N/A” or “$0”. If one or more are included, please provide the estimated contribution amount for each.

Could you please advise how you would prefer us to proceed in this instance? Should we:

Please note: An Addendum has been issued to advise participants of the following update:
The F.1 Tender Response Form has been revised to improve clarity and support more effective responses from tenderers. Specifically:
• Section 6 – Queensland Rail Requirements and
• Section 7 – Government Requirements
have been updated to include additional information relating to Social Responsibility and Ethical Tendering.
These changes are intended to provide greater guidance on Queensland Rail’s expectations in these areas and assist tenderers in demonstrating how their proposals align with these requirements.
Tenderers are advised to use the updated version of the F.1 Tender Response Forms when preparing their submissions.
