The RFT Schedule 2 - Scope of Works mentioned a Concept Yield Plan prepared by RPS and refers to Attachment 4 however Attachment 4 is the Draft Consultancy Agreement. Can you please share the Concept Yield Plan for the site? Thank you.

As mentioned on page 29 of the Scope of Works, the Concept Yield Plan will be provided as an Addendum post tender release. Unfortunately we are still working on this document, and hope to have this available soon.

Question:
James Cook University's (JCU) Contract Number: 001296 / Schedule 2 - Scope of Work / Western Residential Development, Townsville Campus, includes preparing a Material Change of Use (MCU) application supported by a comprehensive suite of technical investigations. Could JCU please clarify how the MCU relates to the proposed Reconfiguration of a Lot (RAL) scope of work? It appears JCU requires the preparation and lodgement of the MCU before the RAL, while the high-level Planning and Engineering Preliminary Scoping Report lists the RAL application first, followed by the MCU.

In addition, would JCU consider an extension to the submission date for Contract Number 001296? This is a very large and important project for JCU, and the scope of work involved in preparing a submission to a quality standard requires more time.

The JCU Scope of Work identifies the englobo parcel that is the subject of the MCU, RAL and OPW approvals as Lots 41, 43, 44, 45 and 46 on Plan of Proposed Lots 41–47 (Drawing No. 8915-3) (refer Attachment 1).

These lots will be created by JCU prior to the commencement of the MCU, RAL and OPW processes described in Schedule 2 of the Scope of Work. The subdivision required to create Lots 41, 43, 44, 45 and 46 from the broader campus landholding is the RAL referred to in the Planning and Engineering Preliminary Scoping Report.

For clarity:

• The initial RAL to create Lots 41, 43, 44, 45 and 46 is outside the scope of the approvals services described in Schedule 2 and will be undertaken by JCU ahead of the Consultant’s engagement;

• Once created, these lots collectively form the englobo parcel to which the MCU, subsequent RAL (subdivision layout, staging and infrastructure triggers) and OPW approvals under this Scope of Work will apply; and

• The MCU / RAL / OPW process referred to in the Scope of Work relates to the redevelopment and subdivision of this defined englobo parcel, not the earlier lot creation required to establish it.

Tenderers should base their submissions on this understanding.
