We note that the closing date is 5 October 2026 which is listed in Queensland as a public holiday. Would it be possible to extend the closing date for a few days?

Thank you for raising this.

While 5 October 2026 falls on a Queensland public holiday, the tender will have been available to the market for 38 days by the advertised closing date, substantially exceeding the minimum public tender advertising period. Suppliers therefore have sufficient time and opportunity to prepare and lodge submissions, including prior to the public holiday should they not wish to rely on submitting on the advertised closing date.

Accordingly, Council considers the current closing date appropriate and is comfortable maintaining the advertised timeframe.

Council undertakes quarterly landfill gas monitoring using perimeter monitoring bores located outside the landfill footprint. Monitoring to date has not identified evidence of landfill gas migration beyond the landfill boundary.

Waste disposal data for the previous five financial years has been provided in Attachment 1 to Addendum No. 1. Based on current operational assumptions and airspace consumption forecasts, Council estimates that the current operating landfill cell (Cell 2B) has approximately three years of remaining capacity before final capping. Construction of Cell 3A is currently underway and will provide the next stage of landfill development. No additional landfill gas generation modelling information is available.

Council estimates that the current operating landfill cell (Cell 2B) has approximately three years of remaining capacity before final capping. Construction of Cell 3A is currently underway and will provide the next stage of landfill development. No additional landfill operations plans or rehabilitation schedules will be provided as part of this procurement process.

What are the site access constraints, including operating hours, traffic management requirements and heavy vehicle movement restrictions?

Response

The landfill operates from 7:00 am to 5:00 pm daily, excluding Christmas Day and Good Friday.

Council is not currently aware of any site-specific traffic management or heavy vehicle movement restrictions that would be expected to materially affect the proposed works. All vehicles entering and leaving the site are required to pass through the weighbridge in accordance with normal landfill operating procedures.

Question 7

Will Council provide laydown areas for materials, flare compound construction and temporary works?

Response

Yes. Council will make suitable areas available for laydown, flare compound construction and temporary works associated with the delivery of the project. The location and extent of such areas will be agreed with the successful contractor.

Question 8

Are there any noise, dust or odour management requirements that may affect drilling or flare installation activities?

Response

The contractor will be required to undertake all works in accordance with applicable legislative requirements and the site's Environmental Authority, including requirements relating to dust and odour management.
