1. Please confirm whether tenderers are required to nominate all subconsultants and their fees at tender submission, or whether some specialist subconsultants may be nominated and priced later once the building needs, asset condition and priority project list are confirmed.

2. Please confirm the definitive list of buildings, floors, spaces and external campus areas to be assessed, including whether the assessment includes all operational buildings at Nguma-bada Smithfield, The Yeinie Building, Dugurrdja Precinct areas, Cairns Hospital leased/shared spaces, student accommodation, sports facilities, retail, food and support spaces.

3. Please confirm the anticipated building area for the commission, including current GFA/NLA/UFA to be assessed, the target area for future growth and whether the 2019 Cairns Master Plan figures of up to 63,000m² new GFA and 130,000m² total GFA within the University Centre Zone remain current planning references.

4. Please confirm whether assessment of structural integrity, asset lifespan, services capacity, fire compliance, accessibility, hazardous materials, asbestos, civil infrastructure, flooding, traffic, parking and building code compliance is required as part of the base scope.

5. Please confirm the required number and level of detail for “concept plans”. Are concept plans required for every building and floor, every identified opportunity, or only for agreed priority projects?

6. Please confirm the required level of QS input, including the number of projects or options requiring cost estimates and whether JCU expects order-of-magnitude estimates, elemental cost plans, lifecycle cost commentary, escalation, contingency, decanting, enabling works and infrastructure allowances.

7. Please confirm whether JCU will lead engagement with Traditional Owners and First Nations stakeholders, and provide the current Indigenous Design Principles and engagement protocols at commencement.

8. Please confirm whether transport, parking, pedestrian, cycling, wayfinding and campus arrival analysis is required at strategic framework level only, or whether traffic engineering, parking modelling, authority consultation and detailed wayfinding strategy are expected.

9. Please confirm whether sustainability and resilience outputs are to be strategic principles and project prioritisation criteria, or whether JCU requires quantified carbon, energy, water, climate, microclimate, lifecycle or net zero modelling.

10. Please confirm whether the successful consultant is expected to update, supersede, validate or simply build upon the Cairns Campus Master Plan 2019 and Dugurrdja Precinct Master Plan 2023.

11. Please confirm whether JCU requires a conforming lump sum only, or whether tenderers may submit optional separable prices for additional workshops, detailed technical due diligence, expanded QS, advanced digital outputs, additional presentations and detailed concept design.

12. Please confirm whether evaluation of local content is based on the Principal Consultant’s office location, the whole consultant team, proposed local workshare, or demonstrated local/regional benefit.
