Council requires the Bairnsdale Aerodrome Taxiway C/C3 and apron to be designed and constructed as CASA Part 139 MOS-compliant infrastructure that safely accommodates the design aircraft and forecast operations. The completed works must deliver a certified geometry, grading, drainage, pavement, airfield ground lighting (AGL) and line marking system that returns the taxiway and apron to unrestricted operational service.

Can EGSC please confirm or clarify the Pavement Types for the Taxiway;

Concrete Aprons = Pavement Type 1

Taxiway (Light Grey) = Pavement Type 2

Taxiway Shoulder (Double Diagonal Hatched) = Pavement Type 3

On the part-complete drawings, Concrete Aprons = Pavement Type 1, Taxiway (Light Grey) = Pavement Type 2,

Taxiway Shoulder (Double Diagonal Hatched) = Pavement Type 3.

Part-complete drawings are provided for information only. Pavement type shown on these drawings are not the approved pavement type under contract CON2027 1790. Pavement design is part of the Contractor's scope of works under contract CON2027 1790.

Question:
Good afternoon,

1. Can Council confirm if the aircraft traffic mix nominated in section 6 of the PPR is to be adopted for the design of all pavements or if a reduced number of B360 and AT802 can be adopted for Code A section of Taxiway C/C3? Can Council also confirm if a loaded AT802 is to be considered in the design mix?

2. Can Council confirm if the preference is for a spray seal or asphalt wearing surface? Section 5 of the PPR nominates a two-coast spray seal however the previous design was asphalt?

1. B360 will generally not use the code A section of Taxiway C/C3 unless the Air Ambulance Apron is at full capacity or closed for works. A reduced number of 100 annual departure can be adopted for B360 for the code A section of Taxiway C/C3. AT802 uses the code A section of Taxiway C/C3 so a reduced number of AT802 cannot be adopted for the code A section of Taxiway C/C3, numbers for this aircraft type remains the same for the full length of taxiway.

AT802 will generally use Taxiway C/C3 unloaded. However, to ensure that the pavement design caters for events such as Black Summer, a loaded AT802 is to be considered in the design mix.

2. Preference is for a two-coat spray seal wearing course.

Question:
PPR Section 7 – Operational Requirements

#1, states that Taxiway C/C3 and apron remain operational during the day throughout the works; operations may be suspended for intersection works as per the minimal outage window accepted pre-possession of site; Taxiway C/C3 and apron closed at night (7pm-7am) throughout the works; Air Ambulance operates out of Terminal Building apron during night hours.

Can EGSC please provide details of the minimal outage window referred to above and clarify the Taxiway Works are expected to be performed at night between 7pm to 7am as indicated and confirm acceptance that Taxiway will be reopened daily on the basis of an unsealed pavement and not a finished design level.

The taxiway works are not expected to be performed at night. Taxiway works are expected to be performed during daylight hours. Council anticipates that the taxiway will be closed during night hours as it will not be monitored by an ARO/WSO.

The Contractor will minimise impact to emergency services through the methodology and staging of the works. Council has not nominated a minimal outage window. As part of the pre-possession of site requirements, the Contractor will submit for acceptance an outage window and demonstrate that this outage window has been minimised. Methodology, staging and proposed outage window also form part of the tender submission.

Section 5.2 Project Specific Project Constraints, can EGSC confirm the seasonal weather windows for sprayed sealed and/or asphalt.

The Contractor is responsible for programming sealing and/or asphalting works in favourable weather conditions prior to the Practical Completion date set by the grant funding requirements.

PPR Section 5 – Performance/Output Requirements

#10 Perimeter Fencing, Can EGSC confirm Perimeter fencing is required for Taxiway Package of Works, and if so, provide a plan/layout of the general location.

Modification to airside fencing will be based on the requirement for the taxiway strip to be free of fixed objects.
