The Whitsunday Region is a local government area located in North Queensland, Australia. Established in 2008, it was preceded by two previous local government areas with a history extending back to the establishment of regional local government in Queensland in 1879.

The Whitsunday Regional Council (Principal) is delivering the Whitsunday Regional Sports Precinct (WRSP) to address the increasing demand for high-quality sporting, recreation and community infrastructure across the Whitsunday Region.

The WRSP is one of Council's most significant community infrastructure investments and will provide a contemporary regional sporting destination that supports organised sport, community participation, recreation, health and wellbeing, regional events and long-term population growth. The precinct has been planned to meet current community needs while providing a scalable framework for future expansion through subsequent stages of development.

Stage 1 represents the first phase of the Master Plan and will establish the core sporting facilities, supporting infrastructure and services required to enable the precinct to operate as a high-quality regional sports hub. The completed works are intended to provide durable, functional and maintainable infrastructure that delivers value for money over the life of the asset while supporting a broad range of community users.

This Principal's Project Requirements (PPR) defines the minimum functional, operational, technical and performance requirements for the Project. It establishes the outcomes that the Contractor is required to achieve and forms the basis upon which the Contractor will develop, coordinate, design, construct, commission and hand over the Works.

The Works will be delivered under an AS 4300–1995 Design and Construct Contract, under which the Contractor will assume full responsibility for the detailed design, design coordination, statutory approvals, construction, commissioning, testing and handover of the completed facility, except where expressly stated otherwise in the Contract.

This Project is funded under the Australian Government Growing Regions Program. In accordance with the Project Funding Agreement, the Head Contractor must hold and maintain current accreditation under the Australian Government Work Health and Safety Accreditation Scheme (the Scheme) for the entirety of the Contract.

Tenderers must:

a) hold current accreditation under the Australian Government Work Health and Safety Accreditation Scheme at the Tender Closing Time;

b) provide evidence of current accreditation with their Tender submission;

c) maintain accreditation for the duration of the Contract, including any extensions of time or defects liability period where accreditation is required to remain in force; and

d) immediately notify the Principal of any actual or proposed suspension, lapse, cancellation or variation to their accreditation status.

A non-mandatory Tender Site Briefing will be held on Tuesday, 6 October 2026, 1.30 pm (AEST). The location of the meeting will commence at Proserpine Administration Building, 83-85 Main Street, Proserpine Qld 4800 and will progress to the Site Visit at Shute Harbour Road and Brandy Creek Road. Access to the Site is adjacent to the bus stop pair refer to the Conditions of Tender clause 7 for a map for parking at the Site.

N.B. PPE is a requirement to attend this site, at a minimum Hi-Vis long-sleeved shirt, full length pants, steel cap boots and eye protection, it is also recommended to wear sun protection.
