Details
Provision of a single Kayak storage Facility, in lieu of the current two privately owned unauthorised structures, that sits well in the vision of the Byron Foreshore plan of management for Reserve 82000
As per above, currently there are two unauthorised privately owned structures on the Foreshore operating Sea Kayak Adventures. Current Class 2 Sub-licences are up for renewal in November 2025. The project will centralise storage in one, publicly owned structure which can assist with reserve management, as well as be leased to community and/or commercial providers, with the revenue reinvested back into the maintenance and ongoing improvement of the reserve. The project will improve amenity by freeing up almost 100 sqm of green space for gathering, recreation and connection.
Finally, the project facilitates a shift away from commercialisation of public space in favour of prioritising prime open space for community and providing a seamless east-west foreshore experience, thereby increasing community enjoyment of the reserve.
Council intends to construct a Kayak storage facility, and existing structures will be removed at the private owner's cost.

Details
The community identified the Byron foreshore as a priority ‘catalyst site’ through the Byron Bay Town Centre Masterplan, which was developed as a 20-year vision for Byron Bay. These priorities were developed over 18 months of consultation and adopted by Council as the guiding document for all infrastructure and service delivery.
o Following this, through June -July 2024 Council developed a concept for the Byron Bay foreshore, involving extensive community consultation through Councils’ “Your Say” portal. The project received over 800 submissions – 64% higher engagement than Council’s second-highest project in 2024, reflecting the community’s very strong interest in improving and protecting this site. Targeted design workshops were held with key stakeholders including Byron Bay Surf Club, Byron Bay Masterplan Group, local schools, Arakwal Aboriginal Corporation, Crown Lands and accessibility advisory groups. The broader community consultation involved “Pop Up” stalls at local markets and onsite at Apex Park. Further consultation was held with Council staff via a Project Control Group.
o The outcomes of the consultation expressed a need for improved community facilities that met best practice service provision with a particular focus on accessibility. • NOTE: ALL GROUND DISTURBANCE/EXCAVATION/S ONSITE THROUGHOUT CONSTRUCTION PROCESS TO HAVE CULTURAL HERITAGE MONITOR ONSITE AT ALL TIMES. Good morning,
Thank you for your interest in this project, in answer to your question:
* Part 7.2 Part B General Conditions of Tendering - items to be 'submitted as requested'. These items are to be submitted when requested after close of Tender if required for evaluation purposes. In saying this, the more relevant information interested Suppliers tender with their submission, the better for evaluation purposes. Please see attached RFT document Part B Returnable Schedules Checklist and complete with submission.
Emphasis on project delivery timing, detailed costings, methodology of delivery of project works program safely and to budget and addressing requirements of attached REF is crucial in the evaluation of Supplier submissions.

Do we also have to complete The tender schedules - DRAFT which is a seperate document.

Good afternoon,
Can I please get some clarification around the Indigenous cultural heritage observation in regard to excavation, will this involve screening of excavation spoils etc and what does council envisage the observation will translate to in terms of time delays to standard excavation work timeframes, this is to say will the observation result in a slower excavation process without anything significant that may be uncovered, which will obviously result in stoppages.

Cultural Heritage Monitoring of excavation activities on Crown Land;
* Byron Shire Council requires Cultural Heritage Monitoring on excavation to the Byron Shire Foreshore to satisfy Cultural Heritage Due Diligence requirements, a representative from Arakwal Corp. will attend site and monitor excavation works - occasionally checking spoil for signs of cultural heritage items of significance.
In the event any cultural heritage material is discovered during initial excavation, further testing is required to determine its extent. This may include expanding original pit/excavation to see how far the Cultural heritage extends in all directions.
Suppliers are asked to include a provisional sum in the event culturally significant items are found onsite during excavation - this may include demobilisation cost/s, hourly rate/s for contractor/s onsite at time of excavation activity/s.
