Details
Sunshine Coast Council (Council) manages a range of Playground, Fitness and Recreation Assets that require periodic inspections, servicing and maintenance to ensure safety, compliance and functionality.

Council invites tenders from suitably qualified and experienced Companies to provide inspection, servicing and maintenance services for these assets across multiple locations within the Sunshine Coast Local Government Area.

The Contract will be a Schedule of Rates contract and comprises the following three (3) Separable Portions.

Separable Portion A: Comprehensive Inspections

This Separable Portion invites submissions from suitably qualified Playground Compliance Contractors to undertake:

• Annual comprehensive compliance inspections; and

• Biennial impact attenuation inspections

of Council’s playgrounds, fitness and recreational assets throughout the Local Government Area.

Comprehensive inspections must be conducted by a Level 3 qualified inspector in accordance with relevant Australian Standards, including AS 4685.

Separable Portion B: Maintenance of Organic Softfall

This Separable Portion invites submissions from Contractors with an understanding of relevant Australian Standards for the supply and organic softfall surfaces at Council playground and recreational facility sites throughout the Local Government Area. These services will be provided on an ad hoc basis, predominantly following major storm events that cause softfall washouts and result in compromised compliance.

The scope of services includes, but is not limited to:

• Inspection, replenishment and replacement of compliant woodchip, bark and sand softfall materials

• Materials must comply with AS 4422:2017 and AS 4422:2022 (Int) for impact attenuation

Maintenance activities include:

• Aeration, redistribution and replenishment of softfall

• Removal of foreign objects (including glass, rocks and syringes) prior to replenishment

• Removal of minor graffiti

• Reporting of defects and hazards to Council

Separable Portion C: Operational Inspections and Maintenance

This Separable Portion seeks submissions from suitably qualified Playground Compliance Contractors to undertake operational inspections and routine maintenance for a portion of Council’s playgrounds, fitness equipment and recreational assets across the Local Government Area.

Operational inspections must be conducted by a Level 2 qualified inspector in accordance with AS 4685 requirements.

The scope includes:

• Operational inspection of all playground and recreational facility elements

• Routine maintenance activities, including but not limited to:

o Tightening and lubricating components

o Replacement of worn or damaged fixings

o Rust treatment

o Sanding and painting of surfaces

o Removal of graffiti up to approximately 900 cm² (30 cm × 30 cm)

Any defects or maintenance items requiring more than 30 minutes to rectify must be reported to Council for scheduling. Contractors must make safe and promptly report all identified hazards.

This Contract will be for a three (3) year period with an optional 2 x 12 month extension options

Council will award one Contractor per portion. Respondents may submit an offer for one (1) or more Separable Portions. Council reserves the right to award one or more Separable Portions to one or more Respondents. Council may decide not to award a Separable Portion if no Tender offers best value for money.

Council acknowledges that fuel costs have increased and may fluctuate over the term of the Contract.

Respondents are required to submit pricing that reflects efficient, reasonable and verifiable costs. Tendered rates should not assume permanent or fixed increases where costs are subject to reduction over time.
