The Central Highlands region is in Central Queensland, Australia. The region encompasses an area of around 60 000 square kilometres, making it just short of the size of Tasmania.

It is home to around 30 000 people who live in the thirteen unique communities of Arcadia Valley, Bauhinia, Blackwater, Bluff, Capella, Comet, Dingo, Duaringa, Emerald, Rolleston, Sapphire Gemfields, Springsure and Tieri.

Our region is rich in minerals and agriculture, thriving on irrigation sourced from water storage on the Nogoa and Comet rivers. We claim the largest sapphire-producing fields in the Southern Hemisphere.

Major freight routes through the region include the north-south link between Charters Towers and northern New South Wales—identified as the inland transport alternative between Cairns and Melbourne.

Central Highlands Regional Council is seeking quotations from suitably qualified and experienced contractors to undertake racecourse track preparation and race-day surface management services at the Springsure Racecourse for the Jockey Club Races scheduled for Saturday, 29 August 2026.

The required services include the full preparation of the racing surface to a safe, consistent, and race-ready standard in advance of the event, as well as ongoing race-day water management to maintain appropriate track conditions. Works are to be undertaken over two (2) days, comprising pre-event track preparation on Friday, 28 August 2026, and race-day surface maintenance on Saturday, 29 August 2026.

Services include the provision and operation of plant and equipment (including grader, roller, and water truck), suitably qualified operators, and all associated labour, fuel, travel, and operational requirements necessary to complete the works.

The location of delivery is Springsure Racecourse, Springsure, Queensland. Services are required to be delivered onsite and cannot be performed remotely.

The successful contractor will be required to coordinate closely with Council representatives and event organisers regarding site access, scheduling, and race-day operational requirements to ensure safe and efficient delivery of services.

The Springsure Racecourse is a rural racing facility requiring specialist track preparation services to ensure the racing surface is maintained to a safe and consistent standard for competitive horse racing events.

The Jockey Club Races scheduled for Saturday, 29 August 2026 are a key community and regional event, requiring high-quality surface preparation and responsive race-day maintenance to support participant safety and race integrity.

Contractors must be capable of delivering works on a live event site and within tight timeframes, including coordination with race officials, Council representatives, and event organisers.

All plant and equipment must be suitable for use on racecourse surfaces and capable of achieving fine grading, effective compaction, and controlled moisture management. Equipment must be compatible with working on turf and dirt racing surfaces without causing surface damage or unsafe conditions.

Contractors must have demonstrated experience in similar racecourse or large-scale sporting surface preparation works and be able to operate independently while adhering to safety, operational, and event scheduling requirements.

No specific system integration or technical compatibility requirements apply beyond operational suitability of equipment and compliance with Council site access and safety procedures.
