QGAir requires drug and alcohol testing services to support implementation of its Drug and Alcohol Management Plan (DAMP) across its fixed wing and rotary wing operations.

The requirement covers:

a) alcohol breath testing and urine drug testing

b) sample collection, handling and chain-of-custody management

c) laboratory coordination and confirmatory testing

d) Medical Review Officer services and support where required

e) clinic-based and onsite testing, including urgent and after-hours response

f) regional, remote and temporary deployment testing arrangements

g) secure reporting of results and exceptions, records management and audit support

h) mobilisation, service coordination and performance reporting.

Services must support pre-employment or commencement testing, routine, random and blanket testing, post-accident or serious incident testing, reasonable suspicion or reasonable grounds testing, and return-to-work testing.

Delivery or Service Locations: Brisbane, Pinkenba, Archerfield, Townsville, Cairns, Mt Isa and Horn Island, together with temporary or deployment locations where required. Detailed location and coverage requirements are set out in Attachment A in the RFP

Key Deliverables and Milestones: Mobilisation and confirmation of service readiness before testing services commence, followed by testing, reporting and records support throughout the Contract Term. Transition and records handover will be required at contract expiry or termination. Detailed requirements are set out in Attachment A of the RFP

The intended outcomes are:

a) timely access to planned and urgent testing, including after-hours, regional and remote services

b) reliable testing and traceable results, supported by appropriate collection, laboratory and Medical Review Officer arrangements

c) consistent service coordination, reporting and records management across QGAir locations

d) secure handling of sensitive personal information, with access restricted to authorised personnel.
